The Collectivité of Saint-Martin encourages and supports the creation of associations, recognizing their added value for the region.

Create an association

The services of the association registry of the Prefecture of Saint-Barthélémy and Saint-Martin are at your disposal to declare your association. They welcome you Monday, Tuesday, Thursday from 8 a.m. to 12 p.m. and from 2 p.m. to 4:30 p.m.; Wednesday and Friday from 8 a.m. to 12:30 p.m. at the contact details below.

The declaration file of an association to the prefecture must contain:<ul><li> the CERFA creation document</li><li> the CERFA member declaration document</li><li> the identity documents of each member of the office</li><li> the statutes signed by at least 2 members of the office</li><li> a copy of the minutes signed by the members of the office.</li></ul>

Each year, associations wishing to subscribe to a public subsidy from the Collectivité of Saint-Martin must make their request in the fall of the previous year via a dedicated procedure. You will find the file to download and complete below. How to submit a grant request to support an association project?

Request for subsidies for associations

The grant campaign of Saint-Martin associations is generally closed at the end of the calendar year, for receipt of funds by the organizations the following year.

<ol><li>The applicant association must be legally registered and its objectives must be consistent with the values ​​and priorities of the Collectivité ;</li><li> The association must present a review of its previous activities and a detailed plan for the use of the requested grant, for examination by the Collectivité ;</li><li> Different types of grants can be awarded.</li></ol>

<ul><li>Culture and sports: in order to promote access to culture and sporting activities for all;</li><li> The environment: to promote actions around the environment and the preservation of biodiversity;</li><li> Social action: in order to carry out specific actions dedicated to vulnerable people;</li><li> Youth: with a view to carrying out specific actions for young audiences, from 0 to 25 years old;</li><li> The economy and community life: with the aim of promoting the economic development of the island, promoting professional integration and enhancing the community fabric.</li></ul>

This is global financing of the association&#39;s current activities, in accordance with its corporate purpose, which contributes to the payment of operating expenses (rent, purchase of small supplies, communication, etc.) with the aim of maintaining activities carried out by the association and justified by the local general interest.

The aim of this funding is to participate in the implementation of a one-off action, distinct and complementary to the association&#39;s usual action, requiring specific resources. The action must be in accordance with the statutes of the association and compatible with the territorial orientations in a logic of shared general interest. The allocated grant cannot be used for other purposes and the association must justify compliance with this allocation.

This financing is allocated with the aim of financing the purchase of durable goods which contribute to the association&#39;s assets: material equipment (vehicle, offices, air conditioner, etc.), real estate acquisitions, work projects. In the latter case, the association must be the owner of the property concerned or have a lease for a duration at least equal to the amortization period of the work or repairs.

It is possible to request a multi-year grant over 3 years by checking the corresponding box in the application form and adding the 3 forecast budgets relating to the three years for which the grant is requested.

<ol><li>Examination by the Community Life and Citizenship Department: analysis of administrative admissibility and transmission of files to the operational departments concerned;</li><li> Examination by the operational departments: examination of the file on the merits and sending of the decision to notify the subsidy (attribution or rejection), payment;</li><li>﻿﻿﻿Examination by management of internal control and evaluation of public policies: monitoring and control of subsidized projects. This procedure lasts between 2 and 3 months and the mandate of the 2024 grants will begin from February.</li></ol>

<ul><li>Include the words &quot;The project presented is supported and financed by Saint-Martin - Overseas territory&quot; on all of the association&#39;s communication tools;</li><li> Affix the Saint-Martin – Overseas territory logo on all of the association’s communication tools.</li></ul>

The agents of the Collectivité reserve the right to verify the proper use of the subsidies granted and to carry out on-site visits.
