What is the FEADER?

The European Agricultural Fund for Rural Development (EAFRD) is one of the four European structural investment funds dedicated to financing projects related to agriculture and rural development.

In the territory of Saint-Martin, the EAFRD is managed through a special measure, the LEADER measure (Liaison Entre Actions de Développement de l'Economie Rural) with a global and multi-sectoral approach optimally grouping the different sectors of the island's rural economy and in particular the animal and plant production sectors, aquaculture as well as agritourism.

The aim of the LEADER program is to develop the rural economy by building on the human, natural, cultural and heritage potential of the territory of Saint-Martin.

Saint-Martin has an allocation of €2,950,000.00 for the period 2014-2020 to implement this policy. The LEADER program's objectives are broken down operationally into six strategic goals and described in six action plans, organized as follows:

Who manages the EAFRD in Saint-Martin?

The managing authority for this fund is the Regional Council of Guadeloupe, however the Collectivité is the structure carrying the Local Action Group of Saint-Martin (GALsm) which is responsible for leading and managing this overall subsidy of 2,950,000.00 euros.

The programming committee is the decision-making body of the GALsm. It is composed of two colleges totaling 5 full members and 5 alternates, distributed as follows:

  • A public school: 2 full members and 2 alternates
  • A private school: 3 full members and 3 alternates
