CLSPD - Concrete actions in 2024

The Collectivité of Saint-Martin, in full consultation with the State and the justice system, has been able to make significant progress in the context of prevention and security actions (CLSPD), contributing to better coordination of the overall crime prevention policy in the territory of Saint-Martin.

Concrete actions taken on the ground

Since 2022, the CLSPD of Saint-Martin has deployed a new dynamic aimed at registering visible actions on the ground and fighting effectively in favor of public tranquility. These actions are beginning to bear fruit through several systems deployed jointly in the neighborhoods of Saint-Martin.

During the restricted committee of February 19, 2024, Ms. Annick PETRUS, senator of Saint-Martin and territorial elected official in charge of public peace within the CLSPD, had the opportunity to present the current and future work, carried out by this public body co-chaired by the president of the Collectivité and the delegated prefect.

Road safety at the heart of CLSPD priorities

As Mrs. Annick Pétrus indicated, in terms of road safety, the operation "The Collectivité at the Heart of the Neighborhoods" has helped to instill a dynamic of proximity with residents, and in particular young people, with the distribution of protective helmets for two-wheelers.

President Louis MUSSINGTON was committed to this objective and wishes to salute this initiative of the CLSPD teams, Hénoc PATRICK and Jocelyn JERMIN, the gendarmerie having testified to the effectiveness of this system and the use by young people of the helmets offered by the Collectivité. The revival of the motorcycle run supervised by the AMAN association has also contributed to the building with a secure place at the service of motor sports enthusiasts.

An awareness campaign on two-wheel driving is also planned for April 2024.

3 street mediators, 1 socio-cultural facilitator and 2 school referents work in the field to ensure public peace.

The establishment on January 1 of the Prevention and Security Mission, which works on street mediation and socio-cultural activities in neighborhoods, contributes significantly to the prevention of delinquency.

These 5 Collectivité agents will be present at the exit of schools and in the neighborhoods, a presence on the ground that is very much appreciated.

The video surveillance, car pound and creation of the Family Council projects are launched.

The CLSPD also manages major projects for security, tranquility and assistance to residents:

  • The rehabilitation, modernization and extension of video protection throughout the territory, with work starting in the second half of 2024 and installation completed in 2025, will provide the territorial police and the gendarmerie with a strategic surveillance and control tool.
  • The opening of the vehicle pound, operational in the first half of 2024, will be a means of punishing non-compliance with the highway code.
  • The relaunch of the Council for the Rights and Duties of Families is scheduled for the first half of 2024, to serve families in difficulty.
  • The new reintegration platform for people leaving prison and people placed under the yoke of justice will be effective in the second half of 2024 for personalized support in favor of reintegration.

Among the work that will be carried out in 2024, the CLSPD plans to define its “ Territorial Strategy for Security and Crime Prevention ”.

This tool will be useful for the deployment of the territorial security and prevention plan and will be launched before June 2024.

A local security diagnosis will make it possible to draw up an inventory of delinquency and understand the needs related to prevention.

In view of the establishment of the new Neighborhood Councils next March, the CLSPD will propose a "charter of commitment for public tranquility" between institutions and members of civil society.

The aim is to be able to take action that meets the specific needs of people experiencing difficulties in the neighbourhoods.

In conclusion, Annick PETRUS recalled the recognition and essential proximity role of the CLSPD in the territories. This recognition was reflected in the framework of the "Law strengthening the security and protection of mayors and local elected officials" of February 7, 2024, when the National Assembly devoted an entire article to the composition of the Local Security and Crime Prevention Councils. The Collectivité of Saint-Martin has taken charge of this tool to effectively combat crime in its territory.
