CLSPD - Concrete actions in 2024
The Collectivité of Saint-Martin, in full consultation with the State and the justice system, was able to make significant progress within the framework of prevention and security actions (CLSPD), contributing to better coordination of the overall prevention policy of delinquency in the territory of Saint-Martin.
Concrete actions undertaken on the ground
Since 2022, the CLSPD of Saint-Martin has deployed a new dynamic aimed at taking visible field actions and fighting effectively in favor of public peace. These actions are starting to bear fruit through several measures deployed jointly in the districts of Saint-Martin.
During the select committee of February 19, 2024, Ms. Annick PETRUS, senator from Saint-Martin and local elected official in charge of public peace within the CLSPD, had the opportunity to present the work in progress and to come, carried out by this public body co-chaired by the president of the Collectivité and the delegated prefect.
Road safety at the heart of the CLSPD’s priorities
As Ms. Annick Pétrus indicated, in terms of road safety, the “ Collectivité at the heart of the neighborhoods” operation made it possible to instill a dynamic of proximity with residents, and in particular young people with the distribution of protective helmets. for two-wheelers.
President Louis MUSSINGTON was attached to this objective and would like to welcome this initiative of the CLSPD teams, Hénoc PATRICK and Jocelyn JERMIN, the gendarmerie having testified to the effectiveness of this device and the use by young people of the helmets offered by the Collectivité. The relaunch of the motorcycle run supervised by the AMAN association also made its contribution with a secure location serving motor sports enthusiasts.
A two-wheel driving awareness campaign is also scheduled for April 2024.
3 street mediators, 1 socio-cultural facilitator and 2 school representatives intervene on the ground to promote public peace.
The establishment, on January 1, of the Prevention and Security Mission, which acts on street mediation and socio-cultural activities within neighborhoods, contributes significantly to the prevention of delinquency.
These 5 Collectivité agents will be present at the exits of schools and in the neighborhoods, a very appreciated presence on the ground.
The video surveillance, car impound and creation of the Family Council projects have been launched.
The CLSPD also manages major projects for security, tranquility and assistance to residents:
- The rehabilitation, modernization and extension of video protection throughout the territory, with work starting in the second half of 2024 and installation finalized in 2025, will offer the territorial police and the gendarmerie a strategic surveillance and control tool.
- The opening of the car impound, operational in the first half of 2024, will be a means of sanctioning non-compliance with the highway code.
- The relaunch of the Council for Family Rights and Duties is scheduled for the first half of 2024, to serve families in difficulty.
- The new reintegration platform for people leaving prison and people placed under the yoke of justice will be effective in the second half of 2024 for personalized support for reintegration.
Among the work that will be carried out in 2024, the CLSPD plans to define its “ Territorial Security and Crime Prevention Strategy ”.
This tool will be useful for the deployment of the territorial security and prevention plan and will be launched before June 2024.
A local security diagnosis will make it possible to draw up an inventory of delinquency and to understand the needs linked to prevention.
With a view to the establishment of new Neighborhood Councils next March, the CLSPD will propose a “charter of commitment to public tranquility”, between institutions and members of civil society.
The objective is to be able to initiate actions that meet the specific needs of people experiencing difficulties in the neighborhoods.
In conclusion, Annick PETRUS recalled the recognition and essential proximity role of the CLSPD in the territories. This recognition was reflected in the framework of the “Law strengthening the security and protection of mayors and local elected officials” of February 7, 2024, when the National Assembly devoted an entire article to the composition of Local Security Councils and of Crime Prevention. The Collectivité of Saint-Martin has taken charge of this tool to effectively fight against delinquency in its territory.
