Regional planning: signing of a framework agreement with CEREMA

President Louis MUSSINGTON and the national director of CEREMA, Mr. Pascal BERTEAUD, signed, on Monday, December 9, 2024, a framework agreement relating to regional planning and CEREMA's support for the implementation of a regional project.

Establishment national public, CEREMA supports the State and local authorities in the development, deployment and evaluation of public development and transport policies.

Mr. Pascal BERTEAUD, General Manager, and Mr. Yannick CESARIN, Director of the Antilles Agency, traveled to Saint-Martin to meet local elected officials and sign the agreement, which has been under discussion for several months.

Finalization of the reconstruction after Hurricane Irma, taking into account climate change and sustainable development of the territory, preservation of land, the Collectivité of Saint-Martin must understand all these issues and wanted to be supported, in a proactive and partnership-based approach.

The Collectivité wishes to be able to refine its Territorial Project, in order to arrive at an action plan developed in consultation, aimed at clarifying the roadmap for the next 10 years. CEREMA will provide its expertise on studies, works and assessments in accordance with the Multi-Year Investment Plan of the Collectivité of Saint-Martin (PPI).

As indicated by Vice-President Michel PETIT in the preamble, Cerema will be able to intervene in various areas:

• Support for project management and the application of public policies,

• Applied research, innovation, experimentation, technological monitoring,

• Methodology, expertise, advanced engineering,

• Dissemination of knowledge, certification, standardization,

• Financial engineering

In situ discovery of the areas concerned

Present around the table, the general director of services of the Collectivité Natasha PETRINE and her teams, presented 3 development projects, the implementation of the territorial plan for urban travel, the project to extend the runway of the Grand Case airport and the project to sand the beaches, while the director of the port Albéric Ellis came to present the project to extend the port area.

The agreement signed by the president Louis MUSSINGTON and the Director of CEREMA Pascal BERTEAUD, a field visit of the projects presented in sessions was organized and led by the vice-president Bernadette DAVIS, in charge of the Living Environment and Ecological Transition, for an on-site discovery of the areas concerned: the reconstruction of the Beach Hotel in the presence of Philippe SEGUIN and Véronique LEGRIS, the new Collège 900 – Grand Case Airport – and the Port of Galisbay.
