The need for training teachers and educational teams was raised by the 2020 Country Report in order to reduce the divides between students and prevent school dropouts. Indeed, the lack of training for teachers in the issues encountered in disadvantaged areas results in a situation of understaffing in the relevant establishments, leading to teaching disparities that are harmful to students. The proportion of teachers in France who feel well or very well prepared to teach in a multicultural and/or multilingual setting is the lowest in the European Union and the proportion of teachers who report the need to be trained in these subjects is higher than the European average. The dropout and illiteracy situations observed in Saint Martin are closely linked and can be explained by many factors: unsuitability of teaching methods with regard to the potential for bilingualism; a linguistic universe that is essentially English, Spanish and Creole; low level of qualification of parents reducing the ability to supervise and monitor students, poor employment prospects limiting further training, etc. Even if the vast majority of students have been educated in the national education system since CP, French is for most children only the language of schooling and its mastery is insufficient. Faced with this observation, any educational policy, any measure aimed at preventing school dropout, limiting academic failure or improving the integration of young people, must systematically integrate this linguistic dimension.
