The French labor market has been marked in recent years by an increase in the level of skills required and a decrease in the share of medium-skilled jobs. This situation therefore requires action on the continuing training of workers in order to upgrade medium-skilled workers but also to increase the level of less qualified workers. Access to continuing training has increased in France in recent years but remains unequal between employees depending on the size of the company, the sector of activity, the level of diploma, the socio-professional category or even the &#39;age. Beyond the level of skills, it is also the adequacy of skills with the needs of the labor market that is lacking. Economic changes lead to significant changes in the skills needs of workers. A strong dependence of jobs on the face-to-face sphere, undermined by cyclone IRMA as well as by the crisis linked to COVID-19. Among jobs in Saint-Martin in 2012, 81% depended on the face-to-face sphere, that is to say serving to satisfy the needs of both residents and tourists. This proportion is higher than that observed in Guadeloupe (77%) and the metropolitan average (66%). Directly linked to tourism, the accommodation and catering sector is the most over-represented in Saint-Martin, accounting for 15% of jobs, compared to 4% in Guadeloupe and mainland France. The repercussions of the COVID crisis on jobs, particularly in the tourism industry and in sectors dependent on tourism, pose a significant threat to the Saint-Martin job market. The development of integration pathways to improve the employability of young Saint-Martin residents and the provision of training in line with the needs of the region constitute a lever for improving access to employment for young people. To address the difficulties of integrating young people, specific objective A of priority 2 is thus mobilized in order to enable the deployment of actions promoting their integration and employability, thus limiting situations of precariousness and poverty while stimulating the resumption of employment. The objective is to support intervention in favor of access to employment for young people aged under 30, including young NEETs. The actions presented under this call for projects aim to strengthen the integration and retention of young people in the job market and to overcome the limits of the local training offer. The main objective is to strengthen the employability of young people by supporting actions to: - Strengthen the integration of young Saint-Martin residents into the job market through economic activity and by bringing together young people in businesses; - Develop the acquisition of basic skills and the qualifications of young people.

Diagnosis: If the school dropout figures have reached the objectives set by the Europe 2020 strategy, falling below 10% (8.2% in 2019 compared to 12.6% in 2010), the number of young people continuing to leave each year of the initial training system without any diploma still amounts to 80,000. Significant regional disparities in terms of dropouts remain, particularly in Overseas Territories and in certain academies, as well as for certain types of populations (priority districts, disability situation, child welfare system, etc.). The population of Saint-Martin has a low level of education. In 2017, less than a quarter of 18-24 year olds were in school, compared to 46% in Guadeloupe and 52% in mainland France. Consequently, Saint-Martin experiences a deficit of higher education graduates from Bac + 2 level: only 14% of those aged 15 and over not in school hold a level I, II or III diploma, compared to 18% in Guadeloupe and 26% in mainland France The low level of qualification of part of the population of Saint-Martin is mainly explained by the lack of training offers: the territory does not have higher education: education in initial training s stops at the baccalaureate level, which leads some young people to leave the territory to continue their studies, like Guadeloupe. The need for training of teachers and educational teams was raised by the 2020 Country Report in order to reduce divisions between students and prevent dropping out of school. Indeed, the lack of training of teachers in the problems encountered in disadvantaged areas results in a situation of understaffing in the relevant establishments, leading to educational disparities that are harmful for students. The proportion of teachers in France who feel well or very well prepared to teach in a multicultural and/or multilingual setting is the lowest in the European Union and the proportion of teachers who report the need to be trained in these subjects is higher than the European average. The dropout and illiteracy situations observed in Saint Martin are closely linked and can be explained by numerous factors: unsuitability of teaching methods with regard to the potential for bilingualism; linguistic universe essentially English-speaking, Spanish-speaking and Creole-speaking; low level of qualification of parents reducing the supervision and monitoring abilities of students, poor employment prospects limiting continued training, etc. Even if the vast majority of students have attended school in the national education system since CP, French is for most children only the language of schooling and its mastery is insufficient. Faced with this observation, any educational policy, any measure aimed at preventing school dropouts, limiting academic failure or improving the integration of young people, must systematically integrate this linguistic dimension.
