Diagnosis: While the school dropout figures have reached the targets set by the Europe 2020 strategy, falling below the 10% mark (8.2% in 2019 compared to 12.6% in 2010), the number of young people continuing to leave the initial training system each year without any diploma still stands at 80,000. Significant regional disparities in terms of dropout remain, particularly in Overseas France and in certain academies, as well as for certain types of public (priority neighborhoods, disability, child welfare system, etc.). The population of Saint-Martin has a low level of education. In 2017, less than a quarter of 18-24 year-olds were in school, compared to 46% in Guadeloupe and 52% in mainland France. Consequently, Saint-Martin has a deficit of higher education graduates from Bac + 2 level: only 14% of those aged 15 and over who are not in school have a level I, II or III diploma, compared to 18% in Guadeloupe and 26% in metropolitan France. The low level of qualification of part of the population of Saint-Martin is mainly explained by the lack of training offers: the territory does not have higher education: initial training stops at baccalaureate level, which leads some young people to leave the territory to continue their studies, like Guadeloupe. Strategy: Priority 7, specific objective F, is devoted to the mobility of pupils and students, actions will be carried out to allow young overseas people with the least opportunity to benefit from training in mainland France, in Europe and internationally in order to facilitate their access to the job market or the continuation of their university studies. Support for the geographical mobility of trainers going to the ORs will allow pupils and students to benefit from a level equivalent to that of the mainland and to have access to a wider range of specialities in various fields in order to promote quality integration in the territory. The mobility of apprentices, work-study students and active workers will also be implemented taking into account an objective of non-discrimination and inclusion of the most disadvantaged people.
