The deliberations

    Deliberation establishing three territorial aid systems in favor of the audiovisual sector in Saint-Martin.

    In order to make its economy more resilient and encourage job creation, the Collectivité is gradually positioning itself on the diversification of sectors of activity in its territory.

    The audiovisual sector has strong development potential. In fact, Saint-Martin will have more than sixty audiovisual companies in 2024 (Source: ANCT tools, attractiveness management, attractiveness delegation, economy and employment, COM). The territory has also hosted several national and international film shoots in recent years.

    The Attractiveness and Employment Delegation is currently developing a development strategy for the audiovisual and cinematographic industry.

    The implementation of similar support mechanisms for project leaders constitutes a challenge for competitiveness and attractiveness for the territory of Saint-Martin in the context of the development of the audiovisual and cinematographic sector.

    These measures will help to promote the development of this sector of activity; which will ultimately be a source of employment for young people as well as an international showcase for the region.

    They will also help to promote the professionalization of project leaders, to produce quality works, to promote talents, creativity and territorial cultural wealth.

    The Executive Council decides to establish, from January 1, 2025, three territorial systems in favor of the audiovisual sector in Saint-Martin.

    1. Selective development aid

    The development phase of a film or audiovisual project is the first step in the production of a film during which the project is initiated, developed, and the script written. This assistance was designed to support directors in their work necessary to establish a complete file, prior to production.

    2. Selective production aid

    Production assistance was designed to support directors in their production phases (preparation, filming, post-production).

    3. Selective aid for promotion

    The promotional aid was designed to support the broadcasting and distribution of audiovisual and cinematographic works produced in the territory of the Collectivité of Saint-Martin; at the national level or abroad.

    Assuming that these financial mechanisms would benefit five projects per year, the estimated annual cost of the mechanism would amount to €300,000.00, calculated on the basis of:

    • 2 companies financed under development aid €50,000.00

    • 2 companies financed within the framework of production aid for an amount of €200,000.00

    • 1 company financed within the framework of promotion aid for an amount of €50,000.00.

    Project to integrate the Collectivité de Saint-Martin into the France Station Nautique network, with the award of the Level 2 Label, and corresponding approval of a five-year agreement granting membership to said network.

    This project aims to approve the integration of the Collectivité de Saint-Martin into the France Station Nautique network as a level 2 certified station for a period of 5 years (2025-2029), thus guaranteeing a structured framework for the development of nautical activities in the territory, the strengthening of the visibility of Saint-Martin on regional, national and international markets, as well as the continuous improvement of the quality of services for visitors and residents.

    This Level 2 Label provides recognition of the involvement of all stakeholders in boating and visibility on the level of performance of the Saint-Martin nautical resort, in particular the threshold to be respected in order not to drop in quality in terms of boating.

    The Executive Council decides to approve the agreement between FSN and the Collectivité, for a period of five years and relating to membership in the France Station Nautique network. It also appoints Mrs. Valérie FONROSE as President of the Station Nautique de Saint-Martin Caraïbe Française. The entry fees to the France Station Nautique network are set at €7,910 excluding VAT.

    Membership of this Label allows monitoring and support at all times by FSN to improve the Nautical Stations and move towards the level 4 label (the highest level) or to maintain it.

    This Label is also consistent with the implementation of new public service delegations for the two marinas in Marigot.

    Allocation of Collectivité subsidies to associations in the area of ​​social action for the year 2024 – approval of objectives and means agreements and authorization of signature by the President of the Territorial Council – 2nd breakdown

    In view of the various areas of competence of the Collectivité de Saint-Martin (COM), and in particular its communal and departmental powers under common law, the associations represent an essential link in the implementation of its sectoral policies, particularly in terms of social and educational development.

    In the interests of efficiency and continuity, these actors have committed to the organization and implementation of professionalizing and value-creating activities (job creation, awareness-raising, development of human skills, social cohesion, etc.) in their respective sectors of intervention:

    The Executive Council decides to approve, for the 2024 financial year, the allocation of subsidies from the Collectivité to the following associations for a total amount of €448,820.
