The deliberations
Deliberation authorizing the signing of a Partnership Agreement relating to assistance for professional training in national and international mobility for the public of the Overseas territory of Saint-Martin with the Overseas Agency for Mobility (LADOM).
The Overseas territory (COM) of Saint-Martin was approached by the Overseas Agency for Mobility (LADOM) in January 2022 to develop a renewed and strengthened partnership with it, with the aim of strengthening the qualification, professionalization and entry into employment of the public of Saint-Martin. A first agreement, covering the year 2022, was signed in February 2022.
Subsequently, a multi-year partnership agreement between the Overseas Collectivité of Saint Martin and LADOM was concluded, with the aim of:
- Define a training offer complementary to that offered by the Collectivité of Saint Martin, covering qualification levels 1 to 6 (new nomenclature), after identification and development of the mapping of training actions implemented in our Territory by professional training partners.
- Allow job seekers from the Collectivité of Saint Martin to more easily integrate training through work-study programs (apprenticeship contracts, professionalization contracts, etc.).
- Further facilitate, for Saint-Martin residents, access to all professional qualification and geographic mobility systems implemented by LADOM.
The Executive Council of May 16, 2024 decides to approve the multi-year partnership agreement (June 21, 2024 to June 19, 2026) between the Collectivité of Saint-Martin and “The Overseas Agency for Mobility”, involving the payment of a global subsidy of €600,000.00 to this establishment for its interventions and services during the period covered by said agreement.
Within the framework of this Convention, the partners undertake to promote and support the approaches and actions enabling the coordination of the missions carried out by LADOM and the Collectivité, in order to guarantee the Saint-Martin public eligible for the systems the effectiveness and security of the qualification pathways and access to employment through mobility.
Renewal of the “LEND A HAND” operation, 2024 Edition
Since 2009, the Collectivité de Saint-Martin has been organising the "LEND A HAND" operation during the months of July and August. Its primary objective is to help young people discover the realities of the world of work by giving them the knowledge they need to build their professional project. Over the years, the operation has regularly been a great success with companies. Given the economic and social difficulties observed in the area, the target audience for this scheme is the 16-30 age group.
The executive council of May 16, 2024 decides to renew, for the 2024 financial year, the operation "LEND A HAND", in partnership with the companies of Saint-Martin; and this, during the periods of July-August and November-December of the current year.
The Council is requesting partial support for the system from the European Union under priority 3 of the national operational programme ESF+ 2021-2027 in accordance with the financing plan presented.
By this resolution, the President of the Territorial Council is authorized to sign any act and document relating to this matter, and in particular the management agreement with the Agency for Services and Payments (ASP) for the management of the remuneration of the beneficiaries of the operation.
Concretely, the “Lend a Hand” operation is:
- A 5-day training phase, i.e. 20 to 30 hours maximum.
- A one-month immersion phase, renewable once in succession (without interruption).
The beneficiaries will have the status of professional training intern. A training organization will be responsible for welcoming the interns for four half-days, or 18 to 20 hours of training in preparation for their immersion in the company. This training organization will also help support the services of the Directorate of Training, Skills and Employment (DFCE) in monitoring and evaluating the operation.
Subsequently, each young person will provide seven hours of professional service per day, or thirty-five hours per week in accordance with the legislation in force on working hours and the collective agreements of the branches of activity.
In return, the intern will receive a net monthly salary of €1,398.70, i.e. €1,098.70 paid by the Collectivité and €300.00 paid by the host structure (company or association).
Renewal of the territorial individual financing system for professional training, called PASS FORMATION
The existing territorial collective vocational training programs do not always meet the training needs of a certain number of job seekers whose professional project is more or less specific. The Individual Training Assistance (AIF) offered by the Collectivité de Saint Martin allows, for its part, people with a professional project to benefit from partial financing of educational costs related to the monitoring of a training action without remuneration, and remains limited in use given its operation.
In view of these findings, and in agreement with the DEETS, the President of the Collectivité of Saint-Martin has committed to strengthening the training department, as well as consolidating collaborative work with partners of the Public Employment Service, particularly in the context of determining the training courses implemented in the territory and the implementation of a more efficient financing strategy.
With this in mind, one of the responses of the Overseas territory of Saint Martin was to create, in 2023, a new individual training financing mechanism, co-financed by the ESF, called "PASS FORMATION": allowing more flexibility in implementation, coverage of all educational costs, and the establishment of remuneration for beneficiaries.
The advantages for the Collectivité are to offer a tool which is based on a partnership with operators responsible for professional development advice and thus strengthens it in its role as leader in professional training.
The system is based on a list of professions and professional fields updated and defined in consultation with socio-professionals, thus meeting the needs of the territory.
The Executive Council of May 16, 2024 decides to validate the territorial individual financing system for professional training, entitled “PASS FORMATION” and requests the European Social Fund, under priority 3 of the PON FSE+ 2021-2027 presented.
The council also authorises the President of the Territorial Council to submit the ESF grant application file and to sign any act or document relating to this process.
He authorizes the President to sign the partnership agreement with FRANCE Travail Guadeloupe and Northern Islands and the Mission Locale de Saint-Martin, delegated operators of the system for the year 2024.
Financial participation of the Collectivité de Saint Martin – Project entitled “Construction and development of premises dedicated to reproduction and assistance in obtaining the CAFTI caprine species and new pointers” co-financed by the FEADER
The project aims at the genetic improvement of the species put to reproduction, including by artificial insemination and consists of the construction and fitting out of premises dedicated to the exploitation and the acquisition of equipment for reproduction.
This project contributes to the diversification of economic activities in the region by enabling the creation of new activities that promote local resources.
The total cost of this operation is €49,686.54.
The forecast expenses presented by CARIB GENES are as follows:

The Executive Council of May 16, 2024 decides to approve the financial participation of the Collectivité of Saint Martin in the project "Construction and development of a premises dedicated to reproduction and assistance in obtaining the CAFTI caprine species and new pointers" co-financed by the EAFRD under the rural development program of Guadeloupe and Saint-Martin 2014-2020 in the amount of €3,096.15 according to the financing plan presented.
CARIB GENES also received a FEADER grant of €27,865.35 to finance this operation under mechanism 19.2 “Aid for the implementation of operations within the framework of the local development strategy led by local stakeholders” of measure 19 – Support for local development LEADER of the Regional Rural Development Programme of Guadeloupe and Saint-Martin 2014-2020.
Financial participation of the Collectivité of Saint Martin – Project entitled “Locavore Botanical Restaurant” co-financed by the EAFRD.
This project includes several areas of environmental and cultural promotion, which are:
- The installation of vertical aeroponic towers,
- The creation of several gardens within the Villa as well as a local market (on Saturdays). - The reconceptualization of the restaurant to offer Creole “soul food” cuisine with a touch of modernity.
- The creation of a tea room within the villa and the installation of solar panels.
- The installation of noise barriers to address noise pollution problems.
One of the facets of the project is to offer locavore cuisine, from the land to the plate, as in the past. Locavorism is a movement that advocates the consumption of food produced within a restricted radius around one's home. Being a locavore is an act that respects the environment through certain notions:
- Buy products from local producers
- Favor fresh seasonal products
- Limit food waste
The total cost of this operation is €99,404.46.

The Executive Council decides to approve the financial participation of the Collectivité de Saint Martin in the “Locavore Botanical Restaurant” project co-financed by the EAFRD under the rural development programme of Guadeloupe and Saint-Martin 2014-2020 in the amount of €7,952.35
The GALISBAY EVENT received a FEADER grant of €71,571.15 to finance this operation under mechanism 19.2 “Aid for the implementation of operations within the framework of the local development strategy led by local stakeholders” of measure 19 – Support for local development LEADER of the Regional Rural Development Programme of Guadeloupe and Saint-Martin 2014-2020.
Financial participation of the Collectivité of Saint Martin – Project entitled “Improving the reception conditions of the premises of the Friar's Bay sailing club and accessibility for all” co-financed by the EAFRD.
The project aims to improve the premises of the Friar's Bay sailing club in order to create better conditions for welcoming school groups or those from neighbourhood associations (COBRACED, NATURE IS THE KEY, SPEEDY+, LES FRANCAS). These premises welcome around sixty children per day but have neither changing rooms nor toilets.
The aim is to consider modifying the premises to allow connection to the SAUR and EDF networks and to install modular bungalows for changing rooms, toilets and theoretical classrooms.
Similarly, for the sake of ergonomics and to facilitate access to the beach, it is planned to build a wooden ramp between the club and the beach and to install small removable floating pontoons.
The total cost of this operation is €111,185.00.
The forecast expenses presented by Saint Martin Voile pour tous are as follows:
- Sanitary bungalows: €61,765.00
- Floating pontoons: €8,400.00 - Access ramp: €14,320.00
- SAUR connection: €12,000.00
- EDF connection: €14,700.00
The Executive Council decides to approve the financial participation of the Collectivité de Saint Martin in the project "Improving the reception conditions of the premises of the Friar's Bay sailing club and accessibility for all" co-financed by the EAFRD under the rural development programme of Guadeloupe and Saint-Martin 2014-2020 to the amount of €6,451.20 according to the financing plan submitted.
Saint Martin Voile pour tous also received a FEADER grant of €58,060.80 to finance this operation under mechanism 19.2 “Aid for the implementation of operations within the framework of the local development strategy led by local stakeholders” of measure 19 – Support for local development LEADER of the Regional Rural Development Programme of Guadeloupe and Saint-Martin 2014-2020.
Authorization to sign by the President of the Territorial Council of the Partnership Contract in favor of energy efficiency between the Collectivité of Saint-Martin and EDF
The purpose of this contract is to enable financial aid (or energy saving bonuses) to be obtained from EDF for actions carried out by the Collectivité to control its energy demand (MDE).
The Collectivité de Saint-Martin has been eligible for this partnership contract since the deliberation of November 30, 2023 of the Energy Regulatory Commission. Subsequently, this partnership contract was proposed to the Collectivité by EDF as part of the bio-environmental renovation project of the Savane fire station.
The island nature of Saint-Martin, its geographical constraints, and its electricity production infrastructure impose the need to control energy demand, particularly due to the high costs of electricity production on the island.
The Executive Council of May 16, 2024 decides to approve the partnership contract in favor of energy efficiency between the Collectivité of Saint-Martin and EDF.
Under the terms of this contract, the Collectivité undertakes to:
- Carry out MDE actions likely to generate energy savings
- Inform EDF of any MDE action it plans to entrepreneurship on its sites
- Organize, in partnership with EDF, communication and information actions to raise awareness on its sites about the content of the contract
- Inform EDF in advance of any MDE action undertaken under this contract
- Inform EDF of aid and funding allocated by other organizations for actions undertaken under the contract
In return for the Collectivité 's commitment to carry out MDE actions on its sites likely to generate energy savings, EDF undertakes to participate financially in these actions in the form of energy saving bonuses.
Each subsidized action will then be the subject of a second contract (“operation agreement”) signed by the authority and the EDF representative setting out the work concerned as well as the estimated amount of the bonus.
For example, within the framework of this partnership, the forecast amount of bonuses granted by EDF for the bio-environmental renovation operation of the fire station would be 17,818 euros.
