Decisions of the executive council of September 12, 2024
The deliberations
Allocation of subsidies to associations working in the field of solidarity for the year 2024 – approval of objectives and means agreements and authorization of signature by the president of the territorial council.
In view of the various fields of competence of the Collectivité of Saint-Martin (COM), the associations represent an essential link in the implementation of its sectoral policies, particularly in terms of social and educational development.
In the interests of efficiency and continuity, these actors have committed to the organization and implementation of professionalizing and value-creating activities (job creation, awareness-raising, development of human skills, social cohesion, etc.) in their respective sectors of intervention:
• Autonomy
• Childhood
• Medical-social prevention
• Social cohesion
The Executive Council of September 12, 2024 decides to approve the allocation of subsidies to 17 associations working in the field of solidarity for the year 2024, for a total amount of €796,781.

The President of the territorial council is also authorized to sign target agreements of more than €23,000 with the following associations:

Some associations received an unfavourable opinion due to lack of guarantee of objectives or absence of local implementation. Others were directed to another service for consideration of their request.
Draft amendment to the regulations for the allocation of aid for student mobility _ School year 2024-2025.
As part of the actions that will be eligible for European funding (PO FSE 2021-2027), the Student Mobility Aid (AME) constitutes financial aid for any student from Saint-Martin wishing to begin or continue studies abroad.
As the opening date of the portal for submitting the documents constituting the aid application files could not be respected, students were unable to complete and submit their files by August 15, 2024.
The Executive Council has decided to change the date of the opening and closing of the period for entering the application for student mobility assistance (AME) by remote procedure. They are now set at 1 September 2024 for one and 31 December 2024 for the other.
By this resolution, the terms of payment of the aid allocation regulation are also modified. Upon presentation of the school certificate for the current year, the first payment is set at 70% and the balance at 30% after receipt by the Collectivité of the diploma and the results of the end-of-year examinations.
