The deliberations
Allocation of subsidies to environmental associations for the year 2024 – approval of objectives and means agreements and authorization of signature by the President of the Territorial Council.
Eight associations have requested, in 2024, the Collectivité in terms of support. The analysis of the files led the Commission for the Living Environment and Ecological Transition to give a favorable opinion for three of them, with qualitative, diversified and inclusive projects which tend to demonstrate that in the face of anthropogenic constraints on natural environments, climatic constraints, civil society is organizing itself and integrating these aspects into their desire to carry out projects such as:
- Identification, land control and management of natural spaces;
- Raising awareness among populations about the environment/nature;
- Acceptance of the reality of climate change and the need to prepare/adapt to it;
- The involvement of civil society in the popularization of knowledge;
- The structuring of environmental career sectors (training, employability, reality of opportunities);
- The acquisition of sufficient knowledge in terms of engineering to broaden the scope of sources of financing (national and European systems).
The executive council, after having deliberated, decides to approve the allocation of subsidies from the Collectivité and the agreements on objectives and means to the following three associations; and this for the 2024 financial year:
- Association for the Management of the Saint-Martin National Nature Reserve (€55,000);
- Seafood Association (€37,629.60);
- Nature Is The Key Association (€180,000).
These requests also make it possible to support co-management associations (alongside the Collectivité) of sites known as the Conservatoire du Littoral located outside the perimeter of the Saint-Martin National Nature Reserve.
Generally speaking, the Collectivité 's support for these initiatives also provides training and jobs in environmental professions, an emerging, qualifying sector set to develop rapidly.
Award of an exceptional grant to the Saint-Martin Territorial Cycling Committee as part of the organization of the 2024 Caribbean road championship.
The purpose of the League/Committee is to develop and control, in the region, the practice of its discipline in all its forms, to defend its moral and material interests and to ensure representation at the regional level. The League/Committee is the first decentralized structure of the Federation, by the same token, it must apply the policy and directives of the Federation.
The Collectivité contributes financially to the implementation of this/these project(s) of general interest.
It does not expect any direct compensation for these subsidies.
The Saint-Martin Territorial Cycling Committee (CTCSM) has been asked to organize the 2024 Caribbean road championship (junior, cadet and women's categories), an official international competition supported by the Caribbean Cycling Union.
This request from the Caribbean Cycling Union is based on the fact that cycling in Saint-Martin excels at the regional level, particularly in these categories. This championship represents an opportunity for Saint-Martin riders, who will be able to aspire to become Caribbean champions in the junior and cadet categories.
Economically, this event will attract more than two hundred people, who will come to watch the events in the territory on August 10 and 11, 2024. The media impact will also be significant because the championship will be broadcast on regional and international media, thus offering exceptional visibility to Saint-Martin.
On 4 June, the Sports Commission issued a favourable opinion on the request for an exceptional subsidy made by the CTCSM, deciding in favour of the allocation of a sum of €8,000 (out of a total budget of €53,320), subject to the committee providing the sports department with a copy of the letter requesting the organisation of the Caribbean junior road championships 2024 by the Caribbean Cycling Union. A letter from the Caribbean Cycling Union dated 12 May 2024 confirms the request for an exceptional subsidy.
The Executive Council of July 11, 2024 decides to approve the allocation of an exceptional grant of 8,000 euros to the Territorial Cycling Committee of Saint-Martin as part of the organization of the 2024 Caribbean road championship, to be held in the Territory on August 10 and 11.
Allocation of subsidies to sports associations in Saint-Martin for the 2024 financial year
The subsidies awarded by the Collectivité allow local sports associations to:
• To develop;
• To acquire new equipment;
• To develop their internal skills;
It is proposed to pay a grant to the following sports association:
- Speedy Plus Association: €23,000.00 (out of a total budget of €93,000); amount distributed as follows:
• Operation: €3,000.00
• Organization of competitions: €15,000.00
• Restructuring of athletics: €5,000.00
The Executive Council decides to approve, for the year 2024, the allocation of a grant from the Collectivité to the Association Speedy Plus association; and this, for a total amount of €23,000.00.
Collectivité grants to Saint Martin sports leagues and committees for the 2024 financial year – Grant awarded to the Saint-Martin Football League
The Sports Commission issued a favourable opinion on the various requests for subsidies made by the said Leagues and committees. The summary table annexed to this report describes all of these proposals.
The 2024 envelope, totalling 200,000 euros, has been completely used up.
The total amount allocated to the Saint Martin Football League for the year 2024 is 107,071 euros, distributed as follows:
- Actions: €84,000, o Including €28,000: organization, participation in national competitions. o Including €44,000: participation in international competitions U15, U17, U20, Seniors.
Including €12,000: deployment of practice development systems, structuring of the League and improving the skills of management.
- Operation: €23,071 o Including €19,015: number of licensees by age category.
o Including €4,056: operating costs.
The Executive Council decides to approve the allocation of a grant to the Saint-Martin Football League for the 2024 financial year; for a total amount of €107,071.00.
Financing plan for the France services houses in Quartier d'Orléans and SandyGround, and granting of financial support from the State, under the National Fund for Regional Planning and Development (FNADT) and the National France Services Fund (FNFS), for the 2024 financial year.
The Maisons France Services are intended to be set up as a priority in rural areas and, in this case, in urban policy districts (QPV).
As a reminder, the two agreements relating to the MSAPs of the Territory were signed on November 29, 2017 for a period of three years. They are now obsolete, and they will soon have to be replaced by France Services agreements stricto sensu. The new France Services agreements were sent to the prefecture on April 17, 2024.
This is how, in 2021, the France Services houses took over from the Public Services Houses (MSAP) in the two QPVs of Quartier d'Orléans and Sandy-Ground, which bring together a little more than 28% of the Territory's population (compared to 8% on average nationally).
Accessibility to public services is an essential issue of equality and social cohesion, especially in the Overseas Territories, where, contrary to popular belief, the phenomenon of non-recourse to social benefits (in particular the "minimum old-age pension") is widespread. Faced with changing lifestyles and technologies, reconfiguring the link between public authorities and citizens is essential, thereby inviting us to rethink the organization of our public services. To combat the feeling of abandonment that is emerging in certain territories, it is imperative to rethink local reception centers, while facilitating users' access to daily administrative procedures.
Similarly, public policies for access to rights and the promotion of digital inclusion are a priority for public authorities. They are taking shape today in the deployment of the France Services system, because it covers all daily public services, concerns the entire population and all territories, with particular attention paid to the most isolated among them.
The Executive Council decides to approve the budget of the two France Services du Territoire houses: "Quartier d'Orléans" and "Sandy-Ground" for the current financial year and to set said budget as such for the 2024 financial year. The Council also requests financial aid from the State under the "National Fund for Territorial Planning and Development" and the "France Service National Fund"; for a total amount of €80,000 for the 2024 financial year.
