The deliberations
Appointment of members of the six neighborhood councils of Saint-Martin – Appointment and drawing of lots for full and alternate members.
A call for applications was launched to the population to represent the neighborhoods. The applicants
had to complete a form, prove their residence in the chosen neighborhood council and be registered on the electoral lists of the Collectivité.
The executive council of February 8, 2024 appointed the 5 titular members and the 5 substitute members per Neighborhood Council. The 4 other full members and 4 other substitutes were drawn by lot in the presence of a justice commissioner.
As a reminder, the neighborhood council can be consulted by the president of the territorial council or by any member of the territorial council and can make proposals to it on any question concerning the neighborhood.
The executive council can involve it in the development, implementation and evaluation of actions of interest to the district, in particular those carried out under city policy.
Council for the Rights and Duties of Families of Saint-Martin: Creation and composition of the body, and authorization granted to the President for the signing of its internal regulations.
The Council for Family Rights and Duties (CDDF) is a prevention tool which has existed for 17 years and which is intended to be extended to Saint-Martin: this body will in fact allow the Collectivité to support families in their exercise of their parental authority, to fight against the phenomenon of absenteeism and school non-attendance, while providing an institutional response to situations of deviance among minors.
The CDDF's missions include:
- To hear a family without any particular formality, to inform them of their rights and duties towards the child and to send them recommendations intended to prevent behavior likely to put the child in danger or cause trouble for others;
- To examine with the family measures to support the exercise of parental functions that may be offered to them as well as the opportunity to inform social action professionals and interested third parties of the recommendations made to them , and, where applicable, the commitments she has made in the context of parental support accompanied by follow-up
- To propose to the President, when the social monitoring or the information brought to his attention shows that the situation of a family is likely to compromise the education of the children, accompanied by dire consequences for public tranquility or security, the implementation of a socio-educational support measure;
The executive council of February 8, 2024 records the creation of the Council for the Rights and Duties of Families (CDDF) of the Overseas territory of Saint-Martin, approves the composition of its members and authorizes the President to sign its internal regulations .
The composition of the CDDF is as follows:
• The President of the Territorial Council or his representative, President of the CDDF.
• The Vice-President, Mrs. Dominique LOUISY;
• The Vice-President, Mr. Michel PETIT
• The President of the Commission for Employment, Apprenticeship, Training and Integration, Member
of the Executive Council, Mrs. Martine BELDOR;
• The delegated Prefect of Saint-Martin or his representative.
• The Vice-Rector or his representative.
• The Director of CAF Guadeloupe, or his local representative.
• The representative of the Saint-Martin Parents’ Union.
• Any resource person (public official, socio-professional) useful for the analysis and treatment of situations
