Decision of the Executive Council of April 26, 2024
The deliberations
Name of the athletics track at the A. RICHARDS Stadium
The Terre de Jeux 2024 label is a system intended for local authorities and stakeholders in the sports movement (federations, Regional Olympic and Sports Committee (CROS), Olympic and Sports Department Committee (CDOS), Territorial Olympic and Sports Committee of Saint-Barthélemy and of Saint Martin (CTOS) who wish, whatever their size and means, to promote their territory and engage in the adventure of the Paris 2024 Olympic and Paralympic Games.
The Collectivité of Saint-Martin obtained its label in July 2023, which commits labeled communities to deploy actions linked to sport. These actions can be simple or more ambitious. In this context, the Sports Department of the Collectivité wishes to take advantage of this Olympic dynamism and honor the only Saint-Martin athlete to date, Florencia HUNT, who participated in the Sydney Olympic Games in 2000.
The Executive Council of April 26, 2024 approves the nomination issued by the sports commission, on March 12, 2024, of the “Florencia HUNT” athletics track at the Albéric RICHARDS stadium. This appointment allows
- To promote his sporting career and his participation in the Sydney Olympic Games in 2000;
- To honor this particular distinction
- To focus on women's sport.
Coverage, by the Collectivité, of the travel costs of the storyteller Moïse BENJAMIN known as “Benzo”, on May 23 and 24, 2024, as well as the cost of the corresponding activities for students in classes from CE2 to CM1 of schools in the Territory.
As part of the actions carried out to promote reading and children's literature, the youth section of the Collectivité 's public reading service (Media Library) sets up after-school activities for students from the Territory's schools dedicated to mothers.
Traditional tales are ideal supports for promoting reading among children. By listening to stories, students are likely to develop an interest in reading and discovering new stories. They offer a favorable context for enriching vocabulary and practicing oral communication, as well as a fertile and varied universe which stimulates children's imagination, thus allowing them to develop their creativity by imagining fantastic worlds and diving into extraordinary stories.
Additionally, traditional tales often convey important moral and cultural values. By listening to these stories, children can learn life lessons while discovering aspects of Caribbean culture and heritage.
Inviting a storyteller like Benzo will allow students to experience moments of pleasure and emotion by listening to the storyteller's tales, interacting with the storyteller in person and, finally, introducing them to cultural diversity.
The Executive Council approves, as part of the activities organized in Saint-Martin by the youth section of the media library, the payment of the travel expenses of Mr. Moïse BENJAMIN, storyteller, known as “Benzo” from May 23 to 24, 2024, of his accommodation and expenses corresponding to activities around the traditional tale, interspersed with interactive songs put on for this occasion.
Framework agreement with purchase orders for the removal and disposal of sargassum seaweed stranded on the coast of the Collectivité of Saint-Martin.
The coast of Saint-Martin is regularly confronted with the phenomenon of sargassum seaweed strandings.
The species mainly incriminated are Sargassum fluitans and Sargassum Natans, which develop on the surface of the sea. The drifting plates can reach several thousand square meters.
These groundings have occurred recurrently since 2011 with an upward trend both in terms of frequency and volumes.
Sargassum seaweed strandings today constitute a major issue for the territory for several reasons:
- They have a potentially negative impact on public health if collected too late,
- They heavily degrade the image of the destination on the global and national tourism market,
- They contribute to the land depreciation of neighboring properties,
- They constitute a brake on the activities and economic development of the impacted sectors, - they require deep consideration of the constraints linked to collection in the overall development projects carried out by the Collectivité,
- They endanger certain fragile ecosystems and in particular certain mangrove sectors, - they can potentially endanger the integrity of the coastline.
The management of these groundings, sometimes exceptional in terms of volume or atypical in terms of location, therefore constitutes a priority for the Collectivité, both in its ability to quickly mobilize stakeholders and in the quality of the service provided to the public; and this, in compliance with environmental constraints and the guidelines given by the national COPILs.
In view of the analysis report of the offers and the minutes of the Tender Commission of January 10, 2024, the Executive Council awards the framework agreement with geographically allocated purchase orders as follows for the collection and delivery evacuation of sargassum algae, on the coast of the Collectivité of Saint-Martin; and this, in accordance with call for competition No. 23.02.033:
