    Allocation of “exceptional project aid” to SAS ELOA PROD.

    SAS ELOA PROD is mobilizing the exceptional aid system of the Collectivité of Saint-Martin as part of the production of its TV film Murder in Saint-Martin. This 90-minute TV film project will be part of the fiction series “Meurtres à..” in partnership with France Télévision which expects an average of 4 to 5 million viewers during its broadcast.

    Created since 2005, the company specializes in the production of films and television programs. With extensive experience in the audio-visual sector, she has produced 25 audiovisual productions, including 4 from the “Murders in..” series in the overseas territories as well as 8 other series. Several of these works have won prizes and awards at international festivals between 2010 and 2022, notably in Trinidad and Tobago, Canada, France and the United States.

    The Collectivité of Saint-Martin supports projects qualified as “exceptional projects” which will have a major economic and social impact for the territory and through this project by highlighting the audiovisual and cinematographic industry in the economic development of the territory. In this context, the Executive Council of February 22, 2024 decides to issue a favorable opinion on the allocation of an operating subsidy in the amount of €200,000.00, for the costs related to the filming of its project to produce its feature-length television film. The total cost of production is estimated at €2,504,041 for travel-related costs.

    This film, intended for broadcast on France 3, will highlight the specificities of Saint-Martin in particular its landscapes, the two local governments, but also cross-border cooperation in parallel with a fiction relating to the investigation of murders.

    Award of a subsidy to the CCISM for participation in the Paris International Agricultural Show – 2024 Edition

    Participation by the Interprofessional Consular Chamber of Saint-Martin (CCISM) at the International Agricultural Show (SIA) in Paris 2024 with participation from the Collectivité of Saint-Martin contributes to the implementation of the PTDASM (territorial plan of sustainable agriculture of Saint-Martin) to structure and develop the agricultural sector through the acquisition of information, the development of networks, the unblocking of certain files from institutional meetings or the development of partnerships.

    The participation of the CCISM in the SIA constitutes a real opportunity for the territory of Saint-Martin and its stakeholders which results in:

    - Occupying a stand for the duration of the Show, from February 24 to March 3, 2024;

    - Participation in meetings of the Chambers of Agriculture of France (CDA) network, and in particular its overseas commission;

    - Participation in ODEADOM meetings;

    - The presence of a Saint-Martin company operating in the agricultural sector at the SIA;

    - The meeting of consular networks then administrative authorities and partners in order to consolidate the collaborative work of the CCISM and the Collectivité of Saint-Martin.

    The Executive Council of February 22, 2024 decides to pay a subsidy of a maximum amount of €32,300.00 to the Interprofessional Consular Chamber of Saint-Martin (CCISM); and this, under the “Participation in the Paris international agricultural show – 2024 Edition” operation.

    Allocation of subsidies to associations and public establishments as part of the “Educational City” call for projects for the year 2023 - approval of the breakdown of subsidies to associations and public establishments.

    The “Educational City” label of excellence was launched on February 13, 2019 by the Ministers of the City and of National Education. As a reminder, an Educational City is an approach which aims to promote the academic and professional success of young people aged 0 to 25.

    It is aimed at young people, but also at parents, teachers, educators, etc. Following the conclusions of the interministerial committee of cities of January 29, 2022, the State, by letter from the Ministers of the City and of National Education, granted, on February 24, 2022, such a label of excellence to Saint-Martin.

    From cooperation between institutional actors (Collectivité, Prefecture, National Education, CAF, etc.) and the associative fabric, a territorial project must arise which is based on an ambitious strategy and is implemented through reinforced actions around the three major objectives following:

    - Strengthen the role of the school: structure educational networks; ensure early care; develop educational innovation; reinforce the attractiveness of establishments…

    - Promote educational continuity: parental involvement; prolonged and coordinated educational support; health prevention; fight against school dropouts; development of citizenship…

    - Open the field of possibilities: professional integration in companies; mobility; cultural openness ; digital access; fight against discrimination…).

    For the year 2023, thirty-one projects out of thirty-eight were selected and validated by the executive council of February 22, 2024. They will be financed to the tune of €150,000 by the Collectivité and for this year for the State at €300,000.

    Renewal of the mobility assistance system for the benefit of Saint Martin apprentices training outside the territory for the 2023/2024 school year.

    For more than 14 years now, the Collectivité has been committed to financially supporting apprentices carrying out their training outside the territory (Guadeloupe, Martinique and Saint-Barthélemy).

    This assistance is paid in the form of lump sum reimbursements to apprentices who have incurred travel costs linked to their training.

    The Executive Council of February 22, 2024 decides to renew, in continuity with the provisions of the aforementioned deliberation CE 033-12-2023, the flat rate scales of expenses for transport, catering and accommodation expenses, for the benefit of apprentices of Saint Martin registered in Apprentice Training Centers (CFA) located outside the territory (Guadeloupe, Martinique and Saint-Barthélemy) for the 2023/2024 school year, and carrying out the practical part of their training in a company located in Saint-Martin Martin.

    A budget of €45,000 has been established for this device. An agreement will be signed between the Collectivité and each beneficiary mentioning the provision of documents allowing them to receive the fixed reimbursements of the costs provided for by this deliberation.
