Award of scholarships to trainees of the State Diploma in Caregiver training; DEAS; promotion 2023/2024
The Territorial Scheme for Health and Social Training corresponds to the commitment made in this area, particularly the increase in the number of professionals in sectors identified with the opening of a Training Institute.
This involves promoting access to health and social training, encouraging training for workers and meeting the needs of qualified professionals.
As a leader in professional training, the Collectivité wishes to financially support trainees, pupils and students pursuing health and social training in training establishments approved by the Collectivité, and whose level of resources is insufficient in relation to their charges, subject to meeting certain conditions.
To escape the situation of precariousness and increase their employability, these job seekers have chosen to follow training, and, thus, take advantage of the opportunities offered by the Collectivité's systems.
For 2023/2024, 84 application files were received and 24 trainees entered training after positioning tests and interviews.
Thus, the Collectivité, through this new professional training system, the Collectivité financially supports trainees, pupils and students enrolling in health and social training.
By decision of the executive council of February 15, 2024, the COM will advance the total sum of €92,900.00 for the year 2023-2024 for 20 trainees who have applied for the scholarship.
A reimbursement of €78,965.00 will be made by the FSE and the remainder payable by the Collectivité is €13,935.00, or 15% of the cost of the system.
The amount of the scholarship per trainee varies between €1,600.00 and €6,300.00, or between €133.33 and €525.00 per month depending on the level of the scholarship.
In accordance with the rules of priority 3 of the PON FSE+ 2021-2027, strict monitoring will be implemented concerning the ramp-up, expenditure reporting and the proper execution of the system.
Financial commitment from the Collectivité relating to the co-financing of the interventions selected for the implementation of the FEADER (2023-2027) in Saint-Martin.
The Ministry of Agriculture and Food Sovereignty is the national management authority for the National Strategic Plan (NSP).
The implementation of the European Agricultural Guarantee Fund (EAGF) is the responsibility of the State. The implementation of the EAFRD for the 2023-2027 programming is shared between the State and the Regions.
The State is responsible for interventions of a surface and similar nature while the Regions, as regional management authorities, are responsible for EAFRD interventions not linked to the surface. As an exception, in Saint-Martin as in Mayotte, non-area measurements are managed by the State.
Furthermore, the French strategic plan includes 117 interventions, 80 of which concern the FEADER (40 for the Regions and 40 for the State).
In Saint-Martin, only 3 interventions were selected; these are the following measures:
- Intervention 73.01 – Productive investments “on farm”: support for primary agricultural production as well as projects carried out by farmers or their groups.
- Intervention 73.03 – Support for “off farm” companies: Implementation or renovation of processing and/or marketing tools, development and implementation of new products, processes or technologies in the field of processing and agricultural marketing.
- Intervention 78.01 – Access to training and advice; dissemination actions and exchanges of knowledge and information.
The executive council decides to approve the financial commitment of the Collectivité of Saint-Martin with a view to co-financing the interventions selected for the implementation of the FEADER (2023-2027) in Saint-Martin and sets the contribution of the Collectivité at the level of €109,412.00; and this, in co-financing of intervention 73.03 of the National Strategic Plan relating to the support of “off farm” economic activities.
