    Deliberation establishing combined agricultural aid to support the Saint-Martin livestock sector during the period of closure of the slaughterhouse (2024-2025)

    The year 2024 presents important challenges for the livestock sector in Saint-Martin. The closure of the slaughterhouse could discourage many breeders already weakened by the difficulties linked to the weak structuring of the sector.

    In order to pursue the Collectivité 's policy in favor of the development and professionalization of the agricultural sector, it appears necessary:

    • To support operators in formalizing their activity and identifying their

    • animals ;

    • To take the necessary measures to preserve the quality of soils potentially subject to overgrazing;

    • To ensure animal welfare by preserving a positive mental and physical state linked to meeting their needs. This state results, among other things, in the absence of hunger, thirst and malnutrition;

    • To fight against slaughter that does not respect health standards;

    • To keep the livestock on its feet while waiting for the reopening of the slaughterhouse next year; • To increase the herd during the period the slaughterhouse is closed;

    Due to the closure of the slaughterhouse, certain POSEI aid (program of options specific to remoteness and insularity) dedicated to the slaughter of animals will not be able to be received by Saint-Martin breeders.

    The Executive Council of May 16, 2024 decides to adopt combined agricultural aid in support of the Saint-Martin livestock sector during the period of closure of the slaughterhouse; and this, in accordance with the terms presented in a specific regulation. The forecast expenses for the period (June 2024-April 2025) stand at 445,845 euros.

    Financial participation of the Collectivité in the renovation of the logistics platform of the Galisbay Commercial Port.

    The EPSM, a public establishment of the Collectivité, aims to manage the port activities of Saint Martin. As such, it operates a storage platform of 15,250 m² uncovered. This leads to a lack of optimization of the available space and an environmental footprint that could be improved in terms of rainwater management.

    Given the constant increase in storage needs and in order to improve the storage conditions of containers placed on the ground, it is appropriate to carry out repair work on the platform. The cost of the work, expected to last seven months, amounts to 3,395,600 euros.

    Taking into account the current absence of external financing apart from a loan from the Banque des Territoires (CDC), the EPSM is requesting the Collectivité for an amount of 2,716,480 euros (i.e. 80% of the total cost of the investment) ; in order to finalize the repair of the work.

    The executive council of June 13, 2024 decides to support the development of port activity with an equipment subsidy for the construction of the platform covering, to the amount of 2,716,480 euros. This financial contribution will be paid in several parts during 2024, with the work expected to end in the 1st Quarter of 2025.

    Introduction of an exceptional lump-sum purchasing power bonus for the benefit of certain public agents of the Collectivité of Saint-Martin.

    Taking into account the structural and cyclical elements, the Territorial Authority has decided to establish by decision of the executive council of June 13 the exceptional lump-sum purchasing power bonus, provided for by decree no. 2023-1006 of October 31, 2023 within of the Collectivité of Saint-Martin. The principle was noted by the territorial executive during the development of the Primary Budget for 2024, which was adopted on March 28.

    The beneficiaries of the bonus within the Collectivité are people who received gross remuneration less than or equal to 39,000 euros for the reference period running from July 1, 2022 to June 30, 2023, i.e. 3,250 euros gross per month on average.

    The following agents will receive between €350 and €800 depending on the remuneration received:

    - Permanent civil servants and trainees in all employment settings;

    - Public law contract workers referred to these employment frameworks;

    - Childminders and family assistants mentioned in Article L. 422-6 of the Social Action and Families Code;

    - Civil servants from the State civil service and the hospital civil service seconded within the Collectivité, taking into account the seniority acquired in the entire public service.
