The deliberations
Allocation of investment aid to businesses
The Executive Council decides to pay:
- Under the “GREEN'UP” scheme, a subsidy of a maximum amount of €3,010.00 to EARL MORINGA POWDER FARM SXM. This investment to purchase a solar generator, which amounts to €4,300.00, will allow the company to supply the premises with rainwater collected from the external cistern in order to continue its commitment to “eco-responsible” exploitation. In accordance with the “GREEN'UP” productive investment aid regulation, the subsidy rate for the Collectivité is set at 70% of the estimated amount of eligible expenses.
- As part of the “BOOST” system, “BOOST” productive investment aid to SARL LE PELICAN MESSAGER of €1,831.80 in order to carry out the redesign of the website, an essential tool for the company's activity, the Eligible expenses amount to €6,106.00. This assistance makes it possible to increase its turnover by 10% and to have better distribution of articles to professional customers and individuals. In accordance with the “BOOST” productive investment aid regulation, the Collectivité subsidy rate is set at 30% of the estimated amount of eligible expenses.
- As part of the “MY BEAU COMMERCE” scheme, investment aid to EI DOUARED ROSALIE for the renovation of its restaurant opened in 2017 in Sandy-Ground. The entrepreneur is requesting financial support from the Collectivité in order to arrange the interior space of the premises, in order to increase the comfort of customers in the room. She also wants to acquire new equipment and materials to increase her productivity in the kitchen. The Collectivité of Saint-Martin therefore provides support to the tune of €10,000 capped on a total investment of €33,227.31. In accordance with the “MY BEAU COMMERCE” productive investment aid regulation, the subsidy rate for the Collectivité is set at 50% of the estimated amount of eligible expenses with a subsidy ceiling of €10,000.
- As part of the “MY BEAU COMMERCE” scheme, investment aid to SARL ALE'S COOK of €10,000 for the takeover of a restaurant in Marigot. The company is requesting support from the Collectivité for a total amount of €24,033.25 to carry out work to fit out the premises as well as for the purchase of kitchen materials and equipment. In accordance with the “MY BEAU COMMERCE” productive investment aid regulation, the subsidy rate for the Collectivité is set at 50% of the forecast amount of eligible expenses with a subsidy ceiling of €10,000.
- As part of the “ASSISTANCE TO CLASSIFIED GUEST HOUSES” system, investment aid is provided to SARL SUNSEEKER SXM located in the eastern bay. The entrepreneur is mobilizing aid to listed Guest Houses to finalize the interior and exterior fittings work to the tune of €20,386.20. Through these investments, the establishment wishes to meet the level of customer demand in terms of reception and security. In accordance with the aid regulations for “classified Guest Houses”, the Collectivité grants a fixed aid of 5,000 euros per room for Guest Houses classified 4 stars. In this case, the Collectivité of Saint-Martin is providing support to the tune of €20,000.
- As part of the “territorial aid for sailor tutoring” system, aid to the individual company VANION HODGE with the aim of making its contribution to new players for the development of the fishing industry in the territory. He thus volunteered to welcome 2 sailors on board his ship BIG FOOT 2 so that they could validate their training course, certificate of aptitude for commanding small-scale fishing and the Captain 200 certificate. The amount of the grant which will be granted will be limited to the “de minimis” aid ceilings (€30,000 over a period of three fiscal years). The aid will be calculated on the basis of actual costs justified by the shipowner for a maximum period of 15 months per seafarer.
- In accordance with the regulation for assistance with the tutoring of sailors, the Collectivité of Saint-Martin grants aid to the owner of professional vessels per sailor on board over a mandatory period allowing them to validate their certificate of aptitude for commanding small-scale fishing ( CACPP).
Allocation of financial assistance from the Collectivité to the Initiative Saint-Martin Active platform as part of the 2023 annuity of the multi-annual framework agreement of objectives and means 2021-2023 signed with this association
Initiative Saint Martin Active was the first support platform to emerge on the territory of the Collectivité of Saint-Martin: it is, therefore, a long-standing partner of the Collectivité. Its actions aim to support the creation and takeover of businesses in the region, particularly by job seekers. The grant awarded under the 2023 annuity (145,000 euros, divided into three separate tranches) was supposed to be valid until December 31, 2023.
The Executive Council decides to approve, for the year 2023, the allocation of financial assistance of €145,000 to the Initiative Saint-Martin Active association. This sum is divided between a first operating subsidy in the amount of €100,000, a second subsidy in the amount of €30,000 under the Local Support Scheme (DLA), and a third subsidy in the amount of of €15,000 under the CitésLab system. The agreement approves an effective payment of the subsidies mentioned no later than June 30, 2024.
Participation of the Collectivité of Saint-Martin in the VIES Caribbean Project (International Volunteering for Exchange and Solidarity)
France Volontaires is the French platform for international volunteering for exchange and solidarity (VIES) and supports local authorities in taking these measures into account; and this, within the framework of their international action and their Youth policies.
With the financial support of the Ministry of Foreign Affairs, France Volontaires is a parastatal organization which manages around 2,000 VIES who are sent on missions abroad.
Indeed, international volunteering for exchange and solidarity (VIES) is a powerful and transversal lever of action which makes it possible to act both for the integration and commitment of young people and for the integration of French communities in the Caribbean in their regional environment.
Two measures, fully applicable to Saint-Martin, will be mobilized as part of the said project:
SCI (International Civic Service)
- The SCI (for young people under 26) is governed, in the same way as the national civic service, by the National Service Code and the law of March 10, 2010. It is managed by the Civic Service Agency of which France Volontaires is one of the founding members.
- International missions last 6 to 12 months maximum.
- Volunteers receive compensation set by decree; volunteers benefit from social protection (health costs, repatriation insurance and civil liability).
- The project covers accommodation and transport costs as well as operating costs (local transport).
VSI (International Solidarity Volunteering)
- The VSI is governed by the law of February 23, 2005. Its purpose is “the accomplishment of a mission of general interest abroad in the areas of development cooperation”.
- A VSI mission is a minimum of 12 months.
- The VSI benefits from compensation set according to country scales; volunteers benefit from social protection (health costs, repatriation insurance and civil liability).
- The project covers accommodation and transportation costs) as well as operating costs (local transportation)
The estimated commitment of the Saint-Martin Collectivité would be proportional to the number of missions undertaken, namely 9 missions (3 receptions and 6 dispatches) over three years (4 VSI and 5 SCI):
- 3 VSI to be sent on missions to the AEC in Trinidad and Tobago, the OECS in Saint Lucia and the CCDF in the Dominican Republic;
- 1 VSI to be hosted on mission to the Collectivité of Saint-Martin on Cooperation and International missions;
- 3 SCI to be sent on missions to the Alliance Française Networks (Barbados, Jamaica, Grenada) and other receiving partners;
- 2 SCI to be welcomed on mission to the Collectivité on missions relating to cultural affairs and actions for youth.
- The overall budget of the project is estimated at 1,646,635.84 euros; the distribution of this budget is as follows:

- b. Participations from partner communities = €171,995.38
- vs. Participation from the INTERREG Caribbean FEDER = €1,399,640.46 (i.e. 85% of the total)
- The executive council approves the total cost of the 9 missions relating to Saint-Martin at €263,855.
- The estimated funding for the VIES Caribbean Project amounts to: • Participation of France Volontaires (4.5%) = €11,873.48; • Net participation of the Collectivité of Saint-Martin (10.5%) = €27,704.77; • Participation of the FEDER INTERREG Caribbean (85%) = €224,276.75
Authorization to sign the tripartite agreement between the University of the Antilles, the Collectivité of Saint-Martin and OPA formation in its capacity as IFSI, implementing the partnership for the organization of nursing training.
The Collectivité of Saint-Martin has undertaken a process of deploying health and social training in its territory in 2022.
The deployment of the following training courses has been adopted.
The Education Code, in particular article L. 631-1 concerning the organization of higher education in health training, specifies the recognition by the Ministry of Higher Education of the bachelor's degree.
Therefore, it becomes necessary for the Nursing Training Institutes (IFSI) with legal personality to enter into a tripartite agreement within each academy with the Region (the Collectivité, in this case) and a University with a health training component.
A tripartite agreement is therefore obligatory between the Collectivité, the University of the Antilles and the OPA training center.
The executive council thus authorizes the President of the Territorial Council to sign the tripartite agreement between the Collectivité, the University of the Antilles and the OPA training center in its capacity as IFSI, for a period of five years.
Authorization to sign the approval of the OPA training training center conferring it the status of Caregiver Training Institute (IFAS) and the approval of the director of the said training center as director of the IFAS of Saint- Martin.
The request for approval proposed by the OPA FORMATION center responds to the specifications of the market passed by the Collectivité last October, and to the criteria set by the study of the needs for health and social training and by the Territorial Plan for health and social training. social services of the Territory. These criteria are as follows:

- The Executive Council authorizes the President of the Territorial Council to sign the approval order for the OPA Formation training center to confer on it the status of a Caregiver Training Institute (IFAS) of Saint-Martin, and the order of approval of the director of the OPA Formation training center, in her capacity as director of the Saint-Martin Caregiver Training Institute.
