Galisbay Port Extension Project

The Saint-Martin Port Establishment (EPSM) is carrying out studies in preparation for the project to extend the port of Galisbay to Saint-Martin. This extension aims to optimize the economic development of the French part of the island of Saint-Martin, to ensure the autonomy and sovereignty of this part of the island, and to secure access to the port by emergency cases.

The extension provides for several developments to meet these objectives, including: dredging a channel allowing access for larger tonnage vessels, extending the existing dike to protect the body of water and extending the existing quay to make it a quay. versatile, create additional storage land.

The cost of the project is estimated at 132 million euros.

The objective of the preliminary consultation is to ensure public information and to debate the opportunity, objectives and main characteristics of the extension project. The project is led by the EPSM and the territorial council of the overseas collectivité of Saint Martin.

Organization of prior consultation

Requested by the EPSM and the Collectivité of Saint-Martin on May 19, 2023 under article L.121-9 paragraph I of the Environmental Code, the National Commission for Public Debate (CNDP) decided on June 7 2023 to organize a prior consultation on the Galisbay port project with two guarantors that it has designated (decision no. 2023/71): MRS ILARIA CASILLO AND MR ROGER ANNICETTE.

The territorial council of the overseas collectivité of Saint Martin made a co-referral on the project to extend the commercial port of Galisbay on December 19, 2023, which the CNDP recorded in its decision of January 10, 2024. consultation is therefore carried out by two project owners: the port of Saint Martin and the territorial council of the overseas collectivité of Saint Martin.

The preliminary consultation takes place from February 26, 2024 to April 21, 2024.

The scope of the consultation includes the entire French local collectivité of Saint Martin.

At the end of the preliminary consultation

At the end of the preliminary consultation, within one month, the guarantors draw up a report on the consultation. It is made public on the consultation website and attached to the public inquiry file. Within a maximum period of two months following the publication of the guarantors' assessment, the EPSM and the territorial council of the overseas collectivité of Saint Martin publish the measures that they consider necessary to put in place to take into account the lessons learned. taken from the consultation.
