What is a Territorial Civil Security Reserve?

The territorial civil security reserve (RTSC) is made up of voluntary citizens who can be mobilized in support of public authorities in order to to prevent and manage major risks present in the territory.

Created by Law No. 2004-811 on the modernization of civil security of August 13, 2004, the civil security reserve is also the subject articles L. 1424-8-1 to L. 1424-8-8 of the General Code of Local Authorities as well as articles L. 3142-108 to L. 3142-111 of the Labor Code. The circular from the Ministry of the Interior of August 12, 2005 specifies the modalities of implementation.

Areas of intervention of the RTSC

The RTSC aims to act in the sole field of competence of the Community. It is in no way intended to replace or compete with public rescue and emergency services. In the same way, its action is complementary and respectful of that of civil security, charitable, humanitarian or mutual aid associations. It participates in support and assistance to populations, logistical support and the reestablishment of activities and contributes to the preparation of the population in the face of risks.

The RTSC makes it possible to optimize the response territorial response to the crisis by offering the President the possibility of mobilizing additional human resources to strengthen operational services.

Who can join the RTSC?

The RTSC can appeal to citizens aged at least 18 and from any profession, for missions which do not interfere with the relief missions themselves. This involves, for example, contributing to the development, updating and implementation of the Territorial Safeguarding Plan, ensuring the information and preparation of the population, participating in the actions of prevention of risks carried out by the territory (for example, monitoring of sensitive sites with reinforced monitoring during critical periods), to provide material assistance to affected people, to help them with their administrative procedures. In this context, the Community will ensure that this reserve is only provided with means directly linked and adapted to its responsibilities and necessary for their accomplishment.
