Transporters/Verde: a memorandum of understanding signed for the transport of waste
Thursday June 27, 2024, the collective of users of the Grandes Cayes ecosite, the company Verde SXM Idex SAS, the Collectivité of Saint-Martin, represented by the 2nd vice-president in charge of the Living Environment, Mrs. Bernadette DAVIS, and Prefect Vincent BERTON, representing the State, signed a memorandum of understanding aimed at revising the pricing and security of the ecosite.
Limit illegal dumping
Since November 2023, the Collectivité of Saint-Martin has carefully followed the grievances of the transporters, who were received at the collectivité hotel and who had informed President Louis MUSSINGTON of the difficulties relating to the fixed prices applied to the ecosite of Grandes Cayes and the necessary restoration of the site (access roads, lighting, sorting management, condition of the unloading dock).
The quadripartite meeting of June 21 brought the protagonists together around a table and found solutions satisfactory for all.
The protocol, signed the following week (Thursday June 27), provides for free waste disposal for individuals. The carrier carries out the drop-off on behalf of the individual (the cost of transport remaining the responsibility of the individual) while the Collectivité sets up a validation and control procedure for monitoring the operations and assumes the costs attributable to the processing.
This agreement makes it possible to limit illegal dumping, the possible transfer of waste to the Dutch part, and above all it gives oxygen to the territory's transport companies.
The fixed price has been revised: The pricing applied by the operating company, in particular for the category “Industrial or assimilable mixed waste” (DIB or mixtures), is currently set at €107 per tonne. It was decided that the DIB price would be revised downwards to €90/t from the date of signing of the protocol and for a period of three months.
So that users can circulate safely on the site, the collectivité and the operating company jointly undertake to restore the site.

- Access and circulation routes within the site
- Compliance of lighting
- Any arrangement guaranteeing the safety of the landfill
So that transporters can access this service, the operating company undertakes to contact the transporter representative if there is a need to transport the different sectors to the ecosite.
The protocol takes effect on June 27, 2024, it was signed by Messrs. Gérald GUMBS, Eric KUBKA and Frank FLEMING for the collective of transporters, by Denis ANGIBAUD for VERDE, and by delegation of the president, Mrs. Bernadette DAVIS for the Collectivité and the Prefect BERTON for the State.
The Collectivité specifies that a series of 7 meetings is already scheduled between the parties for the proper advancement of this quadripartite agreement.
Present during the various discussions, Mrs. Bernadette DAVIS expressed her satisfaction at seeing this agreement come to fruition in the interest of the transporters and the operator but also and above all of the users and citizens of Saint-Martin who aspire to a cleaner and more to respect the environment.
