The EPP of the Collectivité of Saint-Martin, currently being developed, is the roadmap for a sustainable energy future on the island.

The Multi-Annual Energy Plan (PPE)

The State and the Collectivité signed a framework agreement in 2021 which provides, in addition to the transposition of certain provisions of the national energy code into local energy regulations, that a Multi-year Energy Program (PPE ) is co-developed between the State and the Collectivité for the territory of Saint Martin as provided for by articles L 141-1 to L141-6 of the energy code.

The Saint-Martin PPE aims to constitute a strategic document for: - set the objectives of the territory&#39;s energy policy - prioritize the issues - identify the associated risks and difficulties - define the priorities for action by public authorities in order to achieve the island&#39;s energy transition.

The Saint-Martin PPE is based on the forecast balance sheet of electricity supply and demand prepared by the electricity network manager to define the orientations in terms of electricity production and distribution and sets the criteria making it possible to guarantee security of hydrocarbon supply, taking into account the challenges and constraints of the territory.

The first Multi-Annual Energy Plan should be adopted at the beginning of 2024, for a period of 8 years. Solar, biomass, wind: all options are being considered to move towards an energy mix including 25% green electricity.

This code defines the strategic orientations for the energy future of the island.

The energy code

Currently, all of the electricity produced on the island of Saint-Martin comes from diesel transported by cargo ship. Thanks to the energy code of Saint-Martin, tariff equalization, that is to say the coverage by the State of the additional costs linked to the remoteness of the territory, is preserved. Its amount is estimated at 25 million euros per year for the island, or 2,500 euros per year per inhabitant.

The two main objectives of the Saint-Martin energy code consist of: - achieve 50% renewable energy by 2030 - aim for energy autonomy by 2050.

An Energy Demand Management Committee (MDE) was also created to regulate local energy consumption and best manage the ecological transition.
