The Saint-Martin Land Use and Development Plan (PADSM)

The major projects, urban space and mobility department is responsible for the planning and implementation of major urban projects, the development of public space and the management of mobility in Saint-Martin.

The Saint-Martin Planning and Development Plan was launched by the Collectivité in 2020 with the objective of defining for the next 10 years a development project adapted to the needs and specificities of the island. It will ultimately replace the Land Use Plan (POS).

The project will take place in several successive stages:<ol><li> The diagnosis: it establishes an inventory of the territory and defines the challenges to come</li><li> The territorial project: it allows you to build a development project by defining the actions to be implemented in order to improve existing infrastructure and develop future innovative projects</li><li> Urban development plans and urban studies: they determine the development plans specific to the different sectors of the island</li><li> Regulations and graphic documents: they define the general rules of urbanization in Saint-Martin.</li></ol>

PADSM is a participatory political approach co-constructed with the various stakeholders in the territory. As a resident of Saint-Martin, you can participate in this project by: - sharing your grievances and suggestions via the observation registers available at the Hôtel de la Collectivité in Concordia and in the Public Service Houses of Sandy Ground and the Quartier d&#39;Orléans, or by e-mail: padsm@com-saint -martin.fr, or telephone: 0590 87 50 04 - participating in the various consultation events (information meetings, workshops, etc.) organized by the Collectivité throughout the procedure. In accordance with regulations, a public inquiry will be organized at the end of the project so that everyone can consult the PADSM and share any observations they may have.

The PADSM ultimately defines common regulations which aim to promote the harmonious development of Saint-Martin. Also, any request for a building permit or prior declaration of work addressed to the Collectivité must comply with the PADSM regulations.
