End-of-life vehicles (ELVs) , often abandoned on public roads or private land, constitute a visual nuisance and a risk to the environment. The Collectivité de Saint-Martin is setting up a system to allow residents to report these vehicles in order to guarantee their removal and treatment in conditions that respect regulations and the environment.
What is an end-of-life vehicle?
An ELV is an end-of-life vehicle that can no longer be used or repaired, or that has been abandoned. These vehicles may contain pollutants (oils, fuels, batteries) that require specific treatment.
How to report an ELV?
If you spot an end-of-life vehicle, you can report it to the Collectivité via the following steps:
- Information to provide : Precise location of the vehicle (address, landmarks). Description of the vehicle (make, model, color, registration if visible). Condition of the vehicle (without wheels, missing engine, etc.).
- Means of reporting : By telephone : Contact the waste management department on 0590 52 27 30. By email : Send a message with the details to guichet-environnement@com-saint-martin.fr or online via the dedicated online space.
Removal and treatment of ELVs
After receiving the report, the Collectivité teams intervene to:
- Check the situation : An on-site visit is carried out to assess the condition of the vehicle.
- Proceed with removal : The vehicles are collected by an approved service provider.
- Treating ELVs : Vehicles are sent to specialized centers for decontamination, dismantling, and recycling of materials.
Responsibilities of vehicle owners
If an abandoned vehicle is identified as being in your possession, you will be held responsible for its removal and treatment. The Collectivité may:
- Send you a formal notice to remove the vehicle within a given time period.
- Take charge of removal at the owner's expense in the event of non-compliance with the deadlines.

- Preserving the environment : ELVs contain substances that are dangerous for nature (oils, fuels, batteries).
