The foundations of youth violence

On Wednesday, January 29, 2025, the Prefecture of Saint-Barthélemy and Saint-Martin organized a first meeting as part of the conference on youth violence, at the Daniella JEFFRY Vocational High School.

The Youth Violence Conference aims to discuss with local stakeholders in order to find answers, in a transversal format. Throughout the first quarter, they will bring together public authorities and stakeholders from education, justice, health, the economic world and civil society, with the aim of working together to prevent youth delinquency.

Prefect Vincent BERTON, Senator of the Collectivité of Saint-Martin Mrs. Annick PETRUS and the Public Prosecutor of Basse-Terre Mr. Xavier SICOT spoke to the audience to discuss the issues. Vice-Rector Harry Christophe and Chief of Staff Marie-Hildegarde CHAUVEAU discussed the methodology that will be applied in the organization of these first conferences dedicated to violence.

Six working groups will be formed around six themes. Each will bring together around ten people selected for their relevant perspective or expertise in the field covered. Each group will include a secretary (who will take notes of the discussions) and a pilot (who will lead the debate). They will have to meet at least 3 times during the work period.

The 6 themes will be as follows:

1 - Observation of the needs of youth

2 - Social and cultural environment

3 - Report to the authority

4 - Support and integration

5 - Health and Parenting

6 – The school

This consultation phase will aim to identify concrete areas for each working group, which will lead to an action plan made up of projects to be implemented over the period 2025 – 2027.

A Charter of the Conference will be signed at the end of the process in order to establish the principles, the action plan and the methods for evaluating the actions. A review date will be proposed. The joint objective is to combat delinquency and acts of violence through concrete actions with young people.
