MANAGEMENT OF EUROPEAN FUNDS
President Louis Mussington receives Régis Elbez, SGAR of Guadeloupe
Marigot, Wednesday May 4, 2022: Mr. Régis ELBEZ, Secretary General for Regional Affairs (SGAR of Guadeloupe), was received by the President Louis MUSSINGTON, Tuesday May 3, 2022, as part of the management of European funds in the territory of Saint-Martin.
On this occasion, President Louis Mussington was able to take stock of consumption European envelopes, the SGAR having the precise mission of piloting the various European State-FEDER-FSE operational programs, under the management authority of the Prefect of the Guadeloupe Region, and of coordinating their implementation with the instructor and manager services of these funds.
On the 2014-2020 operational program, Saint-Martin displays a programming rate of the FEDER fund of more than 111% on an envelope of €38.6M, while the FSE displays a rate programming of around 80% out of a total envelope of €20 million.
The territory of Saint-Martin also benefited from an additional FEDER-FSE envelope of €40 million as part of the fight against the effects of the health crisis (Covid). An FEDER-REACT-EU axis exclusively dedicated to Saint-Martin was thus allocated €27M, while another FSE-REACT-EU axis hosted €8M in credits dedicated to Saint-Martin.
< br />Finally, at the start of 2022, the territory of Saint-Martin also benefits from an envelope of €5M on the FEDER-REACT-EU priority axis, i.e. a total of €32M allocated to the territory ( public and private sectors), as part of this additional envelope.
15 operations are already scheduled for a cumulative amount of more than €14M, knowing that the prefecture is currently registering 6 new requests currently under review, for an amount of €17M.
The Community of Saint-Martin is carrying out several projects with the support of European funds allocated as part of this REACT EU initiative:
- The creation of the connected university campus
- Equipping territorial administrative services with new technologies
- The digital transition and bio-environmental upgrade of the 600 college
- The digital transition and bio-environmental upgrade of the 900 college
- The digital transition and bio-environmental upgrade of the Media Library
- The development of the sustainable tourist center of Grand Case
- The beautification of tourist areas and the image of the destination
- Work on the JL Vanterpool stadium (lighting – stands – rainwater recovery)
- The establishment of a network of intelligent public lighting (LED)
- The bio-environmental upgrade of the Savane fire station
The community of Saint-Martin is a good student in terms of consumption of European funds. The first conclusions of the audit carried out by IGAS, at the beginning of April 2022, also highlight the increase in skills of the Community's managers, as well as an effective management and internal control system.
President Louis Mussington salutes the work carried out and encourages the administrative teams to persevere for ever greater efficiency in serving the territory and its inhabitants.
