Public Management School: official opening
With the stated intention of President Louis Mussington and his team, the Saint-Martin School of Public Management (EMP) opened its doors on Tuesday, April 16, 2024.
EMP Saint-Martin is born!
The inauguration ceremony at the Grand Case Beach Club brought together the President of the Collectivité, the Member of Parliament for Saint-Martin/Saint-Barthélemy, Frantz Gumbs, Mrs. Josiane Fleming-Artsen, patron of the school, the territorial elected officials Valérie Damaseau, Audrey Gil and Raphaël Sanchez, surrounded by the Director General of Services Albert Holl, the Deputy Director General of Human Resources Nabila Benrached, their colleagues and the 17 candidates of the first class of the EMP.
On December 18, the Territorial Council of Saint-Martin voted on a resolution on the creation of a Territorial School of Public Management. Supported by the Collectivité of Saint-Martin, which invests €250,000 for the training of each class, the EMP Saint-Martin is now a reality.
17 candidates were selected in the first class sponsored by Josiane Fleming-Artsen, whose career in teaching and professional leadership is one of the most accomplished in Saint-Martin.
" Students will be able to deepen their knowledge of management and increase the managerial skills of the Collectivité ," she said during her opening speech.
This public school is strongly supported by the European Union. Europe finances 85% of the operating costs of the EMP Saint-Martin and its qualifying training, through the European Social Fund FSE+.
The EMP aims to respond to an identified need for professionalization in the management of territorial public services. President Louis Mussington thus recalled the need to support today's and tomorrow's managers by providing them with the tools necessary for their skills development.
At a rate of 3 days per month for 10 months, the first class will therefore tackle an experimental program made up of several training modules ranging from knowledge of the history of the territory to the most advanced management techniques, including the functioning of institutions and the administrative sphere.
For the first day, the candidates shared a team building session based on the importance of teamwork and the co-construction of a common project. This session was followed by a course on the history of the Antilles given by Frantz Gumbs, who donned his costume of a history-loving teacher for the occasion.
The creation of the management school of the Collectivité de Saint-Martin is part of a global project, including qualifying and soon to be diploma-granting training and the creation of a Management Campus offering a reassuring framework to students. Through this new learning structure, candidates benefit from collective support and will be able to immerse themselves in the best practices of the territories, by taking courses but also by participating in one-off events or professional trips.
President Louis Mussington wishes to acknowledge the support of the European Union, thanks to which the Collectivité de Saint-Martin was able to finance this innovative project, 85% of which was funded by European funds. The 17 candidates thanked the territorial institution for the opportunity given to complete their initial training and improve their managerial skills in the service of the general interest.
