Creation of the Saint-Martin Public Management School
On Monday, December 18, 2023, the Territorial Council of Saint-Martin, meeting in plenary session, voted on a resolution on the creation of a Territorial School of Public Management of Saint-Martin. The stated will of President Louis MUSSINGTON and his team, the first class of this school of public management will see the light of day on February 24, 2024.

The Collectivité of Saint-Martin creates its own Management School
Led by the Collectivité de Saint-Martin and its executive, this structure aims to respond to an identified need for professionalization in the supervision of territorial public services. This project is technically led by the General Directorate of Services of the Collectivité and its Human Resources Delegation.
The managerial ambition is to take advantage of good practices and develop management skills. To do this, the Collectivité wishes to work first and foremost for the quality of services to citizens but also to eventually create a territorial center of excellence, recognized in the region and nationally, through innovative teaching methods, experimental management courses and ultimately the acquisition of sustainable skills.
Around twenty places are open until February 15, 2024, to Deputy Directors General, Department Directors or Department Heads and Project Managers wishing to improve their skills. A certification will be issued after 9 months of training, in December 2024.

Responding to several territorial issues
The creation of the management school of the Collectivité de Saint-Martin is part of a broader project, including the creation of a Management Campus aimed at offering a reassuring framework to students and supporting professional practices based on several training courses to choose from. Through this new learning structure, candidates will benefit from collective support and will be able to immerse themselves in the best practices of the territories, by taking courses but also by participating in one-off events or professional trips.
The school thus responds to several major territorial challenges:
• Adequate training for collectivité agents as well as executives from other local institutions and the private sector, to support citizens in their efforts and elected officials in their decisions;
• The establishment of transparent, efficient and exemplary public services meeting the needs of the population;
• The need for the Collectivité of Saint-Martin to be duly known and recognized for its skills, particularly by the national authorities.
President Louis MUSSINGTON hopes that all executives of the Collectivité will be able to benefit from this management training course, by January 2027 at the latest. A project enthusiastically welcomed by the territorial councillors and executives of the Collectivité, all convinced of the need to provide tools for the upskilling of Saint-Martin residents, both functional and operational executives of the territory, in the service of the population as a whole.
What cycles will be offered?
The core of the system will be structured around experiential paths of transformation of managerial behaviors, and will concern, within the administration of the COM: directors, DGAs and mission managers; on the other hand, department heads and team leaders.
With this in mind, two distinct routes will be offered:
- An Operational Management Cycle
- A Strategic Management Cycle
These courses will also be open to future managers: the "gems" identified in the services, as well as to executives from other administrations and the private sector.
The training will include modules specifically focused on transformations in managerial practices and will be supplemented, for civil service executives, by professions designed to equip managers with the fundamentals of territorial culture.
In addition to these training cycles and personalized interventions, the management school will organize, within the framework of the Management Campus, inspiring conferences that can be opened beyond its walls, as well as support and coaching spaces for executives. Ultimately, an innovation laboratory will provide a space for experimentation and research in managerial practices, for the greater benefit of the Saint Martin population and the influence of our territory.
