A partnership to promote access to housing and employment

On February 13, 2025, the Collectivité of Saint-Martin, represented by its President Louis Mussington, the State, represented by the Prefect of Saint-Martin and Saint-Barthélemy, Cyrille Le Vely, and Action Logement, represented by its President Bruno Arcadipane and its Vice-President Philippe Lengrand, signed a partnership agreement promoting the intervention of the joint group in the territory.

This agreement marks a significant step forward in supporting affordable housing and economic development.

In a context marked by difficulties in accessing housing for the inhabitants of the territory, this partnership aims to support the development of solutions adapted to the needs of the inhabitants of Saint-Martin and the businesses of the territory.

The joint group will intervene in the territory, mobilizing the resources of the Participation of Employers in the Construction Effort (PEEC), for the financing of aid and services for the benefit of employees. This intervention will focus on supporting the priority issues of the Collectivité of Saint-Martin and in particular for:

Develop the production of social and affordable housing, through the financing of new operations and the intervention of Action Logement's real estate subsidiary, SIKOA.

Facilitate access to the private rental market through the Visale guarantee to secure lessors and support employees.

Encourage home ownership for low-income households through the Action Logement home ownership loan.

A collective dynamic for the development of Saint-Martin

Through this unique partnership, the Collectivité de Saint-Martin is committed to supporting the development of affordable housing, by facilitating access to land and supporting real estate operations developed by SIKOA.

The State will continue to support local initiatives in favor of housing and urban development. Finally, Action Logement Services will support businesses in the area and will deploy its service offering from March 2025 to meet the needs of employees and businesses in Saint-Martin.

This partnership constitutes an essential step towards sustainably improving the housing supply in Saint-Martin and strengthening its economic and social attractiveness.
