AUTHORIZING THE ORGANIZATION OF AN EVENT ON PUBLIC ROADS ON THE OCCASION OF THE COMMEMORATION OF THE DAY OF THE ABOLITION OF SLAVERY
The President of the Community of Saint-Martin,
Seen,
Article L.O. 6313 -7 of the text of the Organic Law duly adopted,
Articles L.O. 6352-6 relating to the status of Judicial Police Officer of the President,
Article L.O. 6352 -7 relating to the management of the domain by the President of the Territorial Council who exercises his police powers,
Article L.O. 6352-8 relating to the exercise by the President of police powers specific to the Collectivity of Saint-Martin in accordance with Title One of Book II of the Collectivity,
The request for authorization submitted by the Culture Department of the Collectivity of Saint-Martin,
The favorable opinion of the Technical Safety Committee of Monday May 17, 2016,
The Civil Liability Insurance Policy of the Community of Saint-Martin,
The necessity to ensure the maintenance of public order and the smooth running of the event,
The need to regulate traffic and parking on the occasion of the celebration of the Abolition of the 'Slavery,
A R R E T E
ARTICLE 1: As part of the commemoration of the celebration of the Abolition of Slavery, authorization is granted to organize various events cultural events at the Agrément roundabout, on Friday May 27, 2016 from 9:00 a.m. to 11:00 a.m.
On this occasion, various speeches, poems, songs, dances and a laying of wreaths relating to the theme of slavery will take place at the Approval roundabout.
ARTICLE 2: As such, the Organizing Committee must take all necessary measures for the security of property and people.
This is how:
Safety barriers must be placed at the various closing points,
A sufficient number of security services must be organized on the premises, inside the zone prohibited to traffic and car parking and in the surrounding areas,
The organizers must have direct and rapid means of communication in the event of a need to call services emergency,
The premises must be left clean and in good condition at the end of the event,
Parking at the side of the road is STRICTLY PROHIBITED.
ARTICLE 3 : Violators of these provisions will be prosecuted and fined in the event of an infraction in accordance with the Highway Code on the route mentioned above.
ARTICLE 4: Emergency vehicles (Territorial Police, Ambulance, SDIS, National Gendarmerie) will have free access if necessary.
ARTICLE 5: The Territorial Police is responsible for the execution of this ORDER.
ARTICLE 6: This ORDER will be transcribed in the register for this purpose, transmitted to the Deputy Prefect, the Territorial Police, the National Gendarmerie, the SDIS, the Directorate of Roads and Public Buildings, the organizers and brought to informing the public.
