The deliberations
Purchase of supplies, various materials and personal protective equipment with a view to supplying the stock of technical services of the Collectivité of Saint-Martin n°2301031.
The Collectivité of Saint-Martin has decided to launch a consultation of companies for the supply of materials and products for its technical services.
The aim of this contract is to provide the technical services of the Collectivité with all the equipment and products they need to carry out their missions.
As a reminder, the collectivité of Saint-Martin has an internal technical services department, responsible in particular for:
• Upkeep and maintenance of administrative and school premises as well as their furniture; • Upkeep and maintenance of roads, and in particular public lighting.
The organization of this consultation and the rationalization of purchases that it induces is likely to lead the Collectivité to terminate or not renew certain existing lots (signage lot and concrete lot), allocated as part of a previous consultation.
The Tender Commission (CAO) met on Wednesday March 20, 2024 to award the contract to the candidates considered to have submitted the most economically advantageous offers.
The Executive Council of May 7 decides to take note of the decision of the tender commission in order to award the lots referenced below from the public market relating to the purchase of supplies, various materials and personal protective equipment with a view to supplying the stock of technical services of the Collectivité of Saint-Martin; and this, for a total amount of €6,950,000.00 maximum per year.
The duration of the framework agreement is one year, renewable three times; i.e. a maximum of four years in total (2024-2028). Twelve lots out of seventeen were awarded.

Breakdown of 2024 subsidies to Saint-Martin sports committees
Aware of the value and active involvement of associations and their volunteer members in the field of sport, the Collectivité is committed to a process of support and financial support for local sports committees, particularly with a view to preserving the social cohesion of the Territory. (Sports events, operational assistance, etc.).
On April 4, 2024, the Sports Commission issued a favorable opinion on the various requests for subsidies made by the said committees. The summary table, annexed to this report, describes all of these proposals.
The grants will allow local sports committees to:
• To develop oneself ;
• To acquire new equipment;
• To financially support their operation;
• To develop their internal skills.
The Executive Council decides to approve the allocation of subsidies to the sports committees for a total amount of €92,929.00, approves the objectives and means agreements and authorizes the President of the territorial council to sign them with the following three committees:
• Saint-Martin Cycling Committee
• Departmental Pétanque Committee of the Northern Islands
• Northern Islands Territorial Basketball Committee
Renewal, in 2024, of the innovative Calls for Projects 2023.2
The Collectivité of Saint-Martin recognizes the importance of professional training to support and secure the careers of individuals, guarantee a base of basic skills, meet the needs of businesses and qualify the workforce. In order to promote innovation and competitiveness in the region, it launched for the first time, in 2023, calls for projects in the field of professional training.
The Collectivité within the framework of PUIC2.0 2022/2027 wants to give itself the means to achieve its objectives, firstly in terms of investment in increasing skills and secondly, with regard to its commitments to the High Commission for Skills and the Ministry of Labor and Full Employment.
The current context shows that the population of Saint-Martin has a low degree holding rate, which highlights the need for rapid and concerted action.
As a reminder, calls for projects are a competitive procedure allowing private operators to propose initiatives meeting defined objectives; said procedure is based on the training needs of the territory of the different economic sectors and local specificities; and this, in accordance with the following objectives:
• Support and secure pathways (consolidate skills; identify and re-mobilize through experimentation).
• Guarantee a base of basic skills (evaluate and certify skills; secure the success of a training course);
• Meet the needs of businesses and qualify the workforce.
As a reminder, one of the objectives is to innovate and prepare our audiences for the different challenges and developments in our territory. This involves offering a more flexible training offer, adapted to the territory, allowing better consideration of our audiences and preparing them for entry into more qualifying training courses. The action framework for calls for projects is based on 6 areas of work:
- Axis 1: Sector-specific professional training (identified by the AAP)
- Axis 2: Acquisition of skills modules specific to the territory (language/culture)
- Axis 3: Acquisition of transversal skills module promoting activity management
- Axis 4: Incubation and support for business creation
- Axis 5: Propose systems, aid, financing to remove peripheral obstacles Axis 6: Propose training actions in the workplace
Financing plan for the construction of a nautical center in Saint-Martin, a temporary sports residence, a park and gardens
The construction of a nautical center appears to be an imperative necessity, particularly for the following reasons:
1- The safety of Saint-Martin residents: Saint-Martin is surrounded by water, which makes it a place where swimming is a leisure skill but also a vital skill. The construction of a swimming pool will provide a safe and controlled place for learning to swim and will reduce the risk of drowning.
2- Health: Learning to swim promotes sports practice, the construction of this infrastructure will promote the health and well-being of users of this public swimming pool. 3- Education: This nautical center will make it possible to meet the legal provisions which provide for the teaching of swimming at school. This infrastructure will therefore allow every child to have the opportunity to learn to swim from a very young age.
It is expected that the location of this new infrastructure will be the subject of a feasibility study in order to determine the most suitable location for this project.
In summary, the construction of a public swimming pool on the island of Saint-Martin is not only necessary but also beneficial in several respects. It will improve the safety of residents in the area, promote health and well-being and provide educational opportunities.
A financing plan for the construction of the Saint-Martin nautical center was adopted by the Executive Council by a deliberation dated November 18, 2021 for a total of 7 million euros. Since this date the grants awarded have been modified and the cost of construction has increased, which implies a modification of the initial financing plan.
The Executive Council approves the new financing plan for the construction project of the Saint-Martin nautical center, a passing sports residence, park and gardens for a total estimated cost of €10,500,000.00
The council also approves a projected project completion time of 24 months.
Approval of the Concordia Urban Park development project
Within this urbanized neighborhood, this Concordia Urban Park development project consists of creating a green space to promote the well-being of its residents, promote biodiversity and improve the quality of urban life. It’s about creating a natural area in this environment.
The urban park project extends over an area of approximately 30,000 square meters (excluding sports facilities and the media library) and bordered by residential buildings, aims to create a sports, family and educational urban park in the Concordia sector. It is planned that this urban park will be located at the intersection of rue Jean-Luc HAMLET.
In addition, this initiative aims to provide a pleasant living space for residents while taking into account the specific climatic and seismic conditions, which are particularly extreme in Saint-Martin (such as Hurricane Irma).
The creation of this urban park involves several major issues:
• Improved quality of life: By offering green and leisure spaces accessible to all, the park will allow residents to relax, recharge their batteries and practice outdoor recreational activities, thus contributing to their general well-being .
• Strengthening social ties: As a place of meeting and exchange, the park will promote social cohesion and the creation of links between residents of the neighborhood or city.
• Environmental protection: By providing habitat for local fauna and flora, the park will contribute to the preservation of biodiversity. Additionally, it will help mitigate the harmful effects of air pollution by absorbing carbon dioxide and producing oxygen.
• Stormwater management: Stormwater management infrastructure integrated into the park, such as retention basins or wetlands, will reduce the risk of flooding and filter pollutants present in runoff water.
• Promotion of health and well-being: By offering spaces conducive to the practice of physical and leisure activities, the park will help promote an active lifestyle and reduce the risks of diseases linked to a sedentary lifestyle, such as as obesity and cardiovascular disease.
In short, the creation of this urban park represents an essential investment to improve the quality of life of city dwellers, promote sustainable development in this neighborhood and preserve the environment for future generations.
The Executive Council decides to approve the project for the construction of an “urban park” located in Concordia, for a total estimated cost of €2,200,000.00, approves a projected completion time for the project of 18 months from the signing of the this deliberation and authorizes the President of the Territorial Council to request all forms of financial assistance for the financing of this project.
