The Community takes stock of the situation on the work in educational establishments
President Daniel GIBBS and his 3rd vice-president in charge of School Affairs, Annick PETRUS, wanted perfect transparency on the reconstruction of 1st and 2nd degree educational establishments. To do this, several meetings were held during the school year with the State and National Education services and representatives of teachers and parents. The Community has defined an operational strategy during 2018, with dedicated teams, in order to respond to emergencies and cope with the scale of the task.
The Director of the Project for the reconstruction of the education system of Saint -Martin, Mr. Christian Climent-Pons and the reconstruction expert from the French Development Agency, Mr. Jean-Sébastien Roca, came to strengthen the operations supervision system in close collaboration with the DGA of the Sustainable Development Pole, Mr. Romain Perreau under the aegis of his vice-president Mr. Steven Patrick, President Gibbs and vice-president Annick Pétrus in charge of Education.
Despite the administrative and technical difficulties encountered in this delicate phase of reconstruction of the 14 primary schools and 5 secondary establishments damaged by Irma, the community and its partners have maintained reconstruction efforts with funding from the European Union Solidarity Fund (FSUE). br />
Phase 1 of the work, which consisted of a series of precautionary measures and the repair of establishments during the 2018/2019 school year (during student holidays), is now completed.
Phase 2, currently in progress, will see all establishments rehabilitated during the long school holidays for delivery at the start of the school year in September for some of them and at the end of 2019 for the other part . The intervention of companies in busy school environments generates constraints in terms of accessibility and security, the intervention schedules have been adapted to this reality by concentrating the work requiring the intervention of heavy machinery, during the period of major vacation.
Friday June 28, 2019, the 3rd Vice-President Annick Pétrus met the school community at the Cité scolaire Robert Weinum, alongside representatives of National Education, in order to provide factual information to teachers and parents on the work planned during the summer holidays.
The work in 1st degree establishments is scheduled until the end of the calendar year; barring unforeseen circumstances, it will be mostly completed by the end of the calendar year. next school year in September, with some additional work in certain schools which will be completed before the end of 2019.
In the 1st level, the Community has committed the following amounts in the repair of schools:
Simeone TROTT School: €1,386,855 (work from January to September 2019)
Aline HANSON School in Sandy Ground: €481,252 (work from July to November 2019)
Ghislaine ROGERS School in Grand Case: €106,297 (work from July to September 2019)
Omer ARRONDELL School in Orléans: €227,850 (work from August to December 2019 - Funding Fondation de France)
Amélie LEYDET School of Concordia: €296,810 (work from July to November 2019)
Jérôme BEAUPERE School of Sandy Ground: €286,315 (work from July to November 2019)

In the 2nd degree, the Community has committed the following amounts for the repair of middle and high schools:
Collège de Quartier d'Orléans: 623 €779 (work from May to September 2019 for the rehabilitation of the college).
A second phase consists of building a new establishment, in order to offer students educational and optimal learning. An architect competition will also be published in the coming weeks in order to replace 35 classrooms.
A modern gymnasium including a dojo and a climbing wall is included in this operation. The technical file is finalized and the executive council gave its approval, on June 12, to the allocation of €7.7 million to this project which will meet environmental protection standards. This project will be co-financed with the State and the European Union.
Landscaped areas and gardens will also be created in order to improve the comfort of students and educational and teaching teams. The commissioning of the new college in the Orleans District is planned for early 2021.
Collège Mont des Accords de Marigot: €4,285,668 (Phase 3 of work from January to September 2019 )
Collège Soualiga de la Savane: Creation of 14 modular classes which will be delivered at the start of the All Saints holidays, in November 2019.
LPO des Iles du Nord: €5,885,270 (Phase 3: heavy work from January to September 2019). Certain finishes and the multipurpose room will be delivered during the 3rd quarter of 2019.
The upgrading of the infrastructure of the vocational high school was accompanied by an overhaul of the training menu for adapt educational pathways to the needs of the economic and social development of Saint-Martin.

Construction of a new middle school with 900 places
The community plans the construction of a new middle school with 900 places, the technical programming is complete. The architect competition will be launched in the coming weeks after the signing of the agreement with the State which will allow the COM to be awarded financial aid of €18 million for this project, which provides for the creation of a high school -tech to environmental standards.
